HYDERABAD, Jan 27: The Sindh High Court, Hyderabad circuit bench, on Monday appointed the district police officer (DPO), Hyderabad, as an inquiry officer to probe into the allegations levelled against officials of the Anti-Car Lifting Cell (ACLC), Karachi, and Hyderabad.
Additional AG Masood A. Noorani also proposed that the DPO should be asked to conduct an inquiry into the matter.
The petitioner’s counsel expressed his satisfaction over the order.
The court said that the DPO would submit his report after completing the inquiry.
The order was passed on a constitutional petition, filed by Mohammad Anis through Advocate Ayaz Hussain Tunio.
The petitioner claimed on July 11, 2002 respondent police officials — Salim Rind of the ACLC, Hyderabad; Hyder Bux Khoso, DSP, ACLC, Karachi; and the SHO, Bhittai Nagar police stations; who were accompanied by one Ehtesham alias “chief”, an employee of an insurance firm of Karachi — had snatched his car (ABH-930) from him near the Rajputana hospital.
He said that while he was returning from the LMCH, Jamshoro, with a friend, Dr Asad, the police officials did not ask him for any papers.
He charged that the respondents demanded Rs100,000 as bribe through their subordinate staff, whereas Ehtesham had deprived him of Rs16,000 in cash.
He said that to date the car remained untraceable, which he had purchased from one Ahmed Yar Chohan in Nov 2001.
He said that the officials told him that the car was required in a crime.
He prayed the court to direct the SHO, Bhittai Nagar police station, to register an FIR against the DSP, Hyder Bux Khoso, and the SIP, Salim Rind, and restrain them from harassing him.
MYSTERIOUS DEATH: An old man was found dead under mysterious circumstances in Block-F of Unit No8 Latifabad on Monday in the jurisdiction of the A-section police station.
Mohammad Naeem, a retired cook of the PIA, had been staying at the residence of Noor Mohammad, his relative.
On Monday, Naeem was found lying in a pool of blood as his neck had been cut with a knife. He was taken to the Shah Bhittai Hospital where no doctor was available; so he was sent to the civil hospital. He died on his way there.
His body was referred to the Shah Bhittai Hospital for post-mortem.
The A-section police have registered a case of suicide.
A doctor, who examined Naeem, opined that it would be extremely difficult for one to cut his own neck.
Police said that Naeem had gone to Lahore and on his way back to Karachi, he had stayed at Noor’s house.
Police claimed that the man was suffering from mental disorder and had tried to commit suicide earlier as well.
