KARACHI, Oct 30: The provincial Secretary, Excise and Taxation, Aftab Ahmed Memon at a meeting here on Wednesday reviewed strategy and arrangements for the Motor Vehicle Tax recovery campaign to be launched from Nov 4.
Under the campaign the concerned staff would recover current MVT dues, check documents of vehicles on roads and take action against those running on open transfer letters or suspected/forged documents. The culprits would be rounded up and their vehicles impounded.
Appropriate action would also be taken against those owning a vehicle with tampered engine/chassis numbers.
The secretary asked the Director Administration of E&T, Raeesuddin Paracha, to pin-point the checking points/places in the city which would be notified prior to the launching of the campaign. He also directed the official that the recovery campaign should be commanded by an ETO and monitored and supervised by the Director Administration himself.
Mr Memon decided the E&T teams in the interior of Sindh would be led by the respective Assistant E&T Officers and the concerned directors would supervise the drive.
About the MVT defaulters, the E&T has already announced that they would have to pay a double amount of the tax as penalty and/or confiscation of his vehicle/suspension or even cancellation of vehicle’s registration book.
Among those who attended the meeting were deputy secretary (admn), director (admn), directors and field officers of the department besides representatives of certain insurance companies.
The insurance companies’ representatives held out the assurance that they will furnish details/data of any snatched/stolen vehicles registered with their concerns and provide required manpower for the campaign.
The meeting discussed collection of property tax, entertainment duty, infrastructure cess, etc. and asked the directors concerned to expedite the recovery process so as to meet the collection targets. It also reviewed pending references/disciplinary matters of the department’s employees.
The secretary noted that out of 91 disciplinary cases, 21 had been settled as yet. He asked the officials to dispose of the remaining cases in order to finalize action against the inefficient and corrupt elements.
RULES AMENDED: The Sindh Transport Department has amended the West Pakistan Motor Vehicles Rules, 1969.
According to the amendment in rule 47 following shall besubstituted:
“Transfer of ownership of a motor vehicle under sub-section (1) of section 32 shall be on a non-judicial stamp paper of the value prescribed in Article 5 (d) of the Schedule to the Stamp Act, 1899, duly signed/thumb marked by the parties to the transaction and attested by a notary public.
“The transferee shall, within sixty days of transfer, report such transfer to the Registering Authority within whose jurisdiction he ordinarily resides or has his place of business or in which the vehicle is intended to be normally kept and shall submit the certificate of registration of the vehicle to the Registration Authority together with document referred to in sub-rule (1), application for transfer of ownership of the vehicle in form T.O. accompanied by prescribed transfer fee in order that particulars of the transfer of ownership may be entered therein; and the registering authority other than the original registering authority making any such entry shall communicate the transfer of ownership to the original registering authority in form CRT-I.”—PPI\APP
