KARACHI, Nov 12: Sindh government has delegated vast powers to the adopter of educational institutions, including that of relieving any or all the teachers of the institution found unwilling or lacking discipline.
According to an order issued by the Education Department, the adopter shall be patron of the institution and all the decisions of the school management committee shall be made with his approval. When a teacher is found unwilling etc, he might be proceeded against under the rules on the recommendation of the adopter.
The adopter may relieve any or all the teachers found unwilling, lacking discipline or on any other valid ground to be expressed in writing with prior notice/information of the department and preferably with prior notice to the teacher, it added.
The adopter shall have the right to merge one or more schools or colleges working in the same building and may take any measure for smooth working of the institutions and promotion of education. In case of merger, the adopter shall have powers to deploy teaching and non-teaching staff on need-basis and may surrender any of them to the department or district government in consultation with the department of education or the designated officer.
The order said that the adopter might hire, on contract basis, new teachers to be paid from non-government funds. The contract shall be prepared by the District Officer, Education. The adopter may also arrange training of teachers and other staff. He has also been empowered to charge development fund, in consultation with school or college management committee, however, freeship to poor students be ensured in accordance with the government rules.
The Executive District Officer, Education, city district government, Karachi, Prof Mazharul Haque, has directed all the officers to strictly adhere to the decision. He also sought information about the adopted educational institutions.—PPI
