HARIPUR, July 31: The district council passed Rs437.446 million surplus budget for the fiscal year 2002-03 amid walk-out and rumpus by the opposition members on Tuesday.

The session was presided over by Haripur District Naib Nazim Riaz Khan Jadoon.

Earlier, the opposition staged a walk-out for the third consecutive day when their objections pertaining to debate on revised budget and the attitude of the treasury members and convener were not entertained.

The opposition members wore black arm-bands.

When the session started some members from the treasury benches exchanged hot words with the opposition members and at one stage a scuffle between some members was averted by others.

The 12 opposition members later staged a walk-out against the convener’s attitude and accused him of siding with the treasury benches.

The endorsed budget was about Rs30 million bigger than the previously revised budget in size  and it projected  Rs293.907 million receivable from the provincial government, while Rs 143.539 million would be available from local resources.

Of the local resources, Rs16.93 million would be receivable from the net projected income of the district government for the current year and Rs126.604 million was the opening balance. In the budget, Rs422.719 was projected as total expenditure of  the district during the next fiscal year.
