PESHAWAR, July 1: The NWFP district governments would  get over Rs15 billion from Rs 46 billion total annual revenue receipts of the province during 2002-03 under the recently announced Provincial Finance Commission (PFC) award.

Out of this amount, Rs12.3bn have been earmarked for establishment charges/salary bill, over Rs1bn for current expenditure other than salary bill.

Furthermore, a sum of Rs911m would be distributed among them as a grant in lieu of octroi and zila tax, and Rs867m for developmental works.

However, according to the provincial government’s annual budget statement for 2002-03 the financial disbursement plan chalked out for the district governments would be subject to adjustments on the basis of actual receipts of the financial year.

As per the NWFP’s PFC award, after meeting the provincial government expenditures the rest of the total revenue receipts of the province would be put in the provincial divisible pool.

Of the total funds to be placed in the provincial divisible pool, 40 per cent would go to the provincial government and remaining 60 per cent would be distributed among the district governments.

The Peshawar city district government has been projected to get over Rs1.4bn to meet its expenditure on account of salary and non-salary, development expenses. The amount includes a grant of Rs71m in lieu of octroi and zila tax.

Mardan district would get a total of Rs1.05bn, Mansehra Rs1.01bn, Swat Rs947m, Abbottabad Rs903m, D.I. Khan Rs885m, Swabi Rs765m, Haripur Rs758m, Charsadda Rs725m, Nowshera Rs725m, Lower Dir Rs648m, Bannu Rs604m, Kohat Rs577m, Karak Rs498m, Lakki Rs469m, Malakand agency Rs452m, Chitral Rs442m, Upper Dir Rs426m, Buner Rs379m, Kohistan Rs360m, Shangla Rs331m, Battagram Rs293m, Hangu Rs251m and Tank would get Rs243m. NWFP dist govts to get Rs15bn under PFC formula envisaged under the PFC award, which gives 50 per cent preference to population, 25 per cent to backwardness and remaining 25 per cent to infrastructure scarcity, around Rs96m would be spent in accordance with the provincial governor’s directives. In addition to the total of Rs867m to be distributed among the district governments under the PFC award specifically for development purposes, a sum of Rs607m would also be distributed among the district governments to support the district specific on-going development schemes in 2002-03. Abbottabad district would get over Rs49m, Bannu Rs9.7m, Battagram Rs8.2m, Charsadda Rs10m, Chitral Rs21m, D.I. Khan Rs127m, Lower Dir Rs24m, Haripur Rs99m, Kohat Rs1.1m, Kohistan Rs70m, Lakki Rs29.5m, Malakand agency Rs3.8m, Mansehra Rs75m, Mardan Rs67m, Nowshera Rs3.8m, Peshawar Rs957,000, Swabi Rs32m and Swat Rs38m to execute their district-specific on-going development activities.
