KARACHI: Regularization of buildings

Published September 15, 2004

KARACHI, Sept 14: City Nazim Naimatullah Khan has issued a notification under the Sindh Building Control Ordinance for regularization of all the buildings, constructed in violation of building plans.

It may be mentioned here that the nazim under Section 21-A of the Sindh Building Control Ordinance had amended the Karachi Building and Town Building Regulation with addition of another section under which those owning buildings, constructed in violation of building plans, would be facilitated.

The distinguished aspect of this scheme is its low fees contrary to that of the regularization scheme introduced by the provincial government. Those who had purchased flats in buildings, constructed in violation of building plans, would now be able to regularize their flats just after paying the fees for their flat. Earlier, the regularization of entire building was a pre-requisite, which was difficult usually due to disappearance of the builder after construction.

According to the source in city government, those failing to benefit from this scheme would have to face severe circumstances in future as it is enforceable for one year only. It was further stated that sale/purchase registry and registration of the power of attorney of illegal buildings would be banned afterwards.

A permanent amendment has also been made in Karachi Building and Town Building Regulation according to which under special circumstances, buildings committing up to 30 per cent violation could be regularized. -PPI
