KARACHI, Oct 31: The Sindh government has appointed a tribunal headed by Justice (Retd) Dr Ghous Mohammad for an inquiry into the Oct 18 bomb attacks on a procession led by Pakistan People’s Party chairperson Benazir Bhutto that left over 140 people dead and 500 injured.

The tribunal has been asked to submit its report within two weeks.

The tribunal, which has been constituted by the provincial home secretary in exercise of the powers conferred on him under Section 3 of the Sindh Tribunal of Enquiry Ordinance 1969, will have the following terms of reference:

“To probe and ascertain the circumstances and causes leading to the tragic incidents of bomb explosions at Karsaz Sharea Faisal, Karachi dated Oct19, 2007 resulting into the death of 138 persons and causing injuries to more than 500 persons.

“To examine the security arrangements made by the administration and organizers. Coordination efforts, agreed code of conduct, security advice rendered by the administration and violations of the same, if any.

“To find out the negligence and lapse, if any, on the part of law enforcement agencies as well as organisers of rally.

“To fix the responsibility against the persons/groups involved in the incidents and to recommend the action to be initiated against the responsible persons under the law.

“To suggest the effective measures to be taken with a view to avoid recurrence of such tragic incidents in future.”
