Ishrat on governance reforms

LAHORE, May 8: The National Commission for Governance Reforms is concentrating on improving social sector, health, education, water and police delivery mechanism, which affects the quality of life of the common man, Chairman of the Commission Dr Ishrat Hussain said.

Talking to media here on Tuesday, after a training workshop arranged by the Agriculture Journalists Association (AJA), he said the purpose of the Commission was to strengthen the institutional capacities at federal, provincial and district levels.

The commission has suggested that the district governments should have exclusive right to handle education at primary and secondary levels. The provincial governments should restrict themselves to college level and technical education, while higher education should be left to the federal government.

He said though complete devolution of power would take some time, some progress had been made in certain areas. The commission, he said, had prepared various recommendations for improving governance at all levels. “These recommendations would be forwarded to the civil society, academia and media for comments, after which the final draft would be sent to the government.”

The commission would organise seminars on governance reforms at Karachi, Lahore and Islamabad to educate and solicit views of civil society, he said. —Staff Reporter
