HYDERABAD, Feb 20: The session of the Hyderabad District Council here on Wednesday once again ended in disorder in the wake of an effort by Awam Dost Panel (ADP) members to get an out of turn resolution passed.

The resolution called for the return of Benazir Bhutto and other exiled leaders, release of political leaders, holding of elections and transfer of power to the elected representatives.

The pandemonium began when ADP councillor Ms Farheen Mughal read her resolution, fourth in sequence.

When the acting convener Q. Mohammad Hakim tried to refer it to the house for determining its admissibility, the ADP members started raising voice Manzoor Hey, Manzoor Hey (accepted, accepted).

Several independent group members led by Dr Irfan Gul Magsi stood up to oppose the resolution which was not even debated on the point of its admissibility.

The acting convener immediately retired to his chamber, saying that since it was great disorder, he was adjourning the house.

The independent group members left the house saying that it was a non-political forum and such resolutions could not be tabled.

Some unconcerned people, including PPP activists, also came in the house, taking seats of the members and those of guests.

The ADP members said that they did not accept the convener.

When Aziz Rahu, ADP member, was asked by his colleagues to preside over the session, he refused. Then, Aijaz Shah presided over the session. Around 35 members attended the session.

The ADP members claimed that the resolution had been passed unanimously.

Jamaat-i-Islami labour councillor Rana Mehmood Ali Khan, who avoided joining ADP members and preferred to sit on guests seats, said that removal of Gen Pervez Musharraf had become inevitable as the elected people would be in a better position to talk to India.

He said that the resolution, passed by the house in January, asking Pervez Musharraf to continue as president for the next five years, was of no value adding that it was an irony that elected people tabled a resolution in support of a dictator.

Later, while talking to newsmen, the acting convener said that since he had adjourned the session sine die under section 5(2) of the Sindh Local Government Ordinance, there was no legitimacy in holding the session.

He said that even if the session was to be called again, requisition by the members was necessary.

Earlier in the beginning of the session, Rana Mahmood Ali Khan objected to acting convener, Q. Mohammad Hakim, whether he had been delegated powers in writing by Nawab Rashid Ali Khan.

He said the chair had no right to point out lack of quorum, unless it was brought to its notice by a member.

Nawab Rashid Ali Khan had come to the council but left soon with some other members citing reasons of preoccupation.

The house first passed three resolutions on different issues.

The first out of turn resolution which was passed unanimously was moved by Raza Shah, facilitating the district government to purchase split air conditioned units directly from the company for the District Council hall.

The house adopted the resolution of Umer Gaddi Pathan, asking PTCL authorities restore flat rate telephone connections even if these were converted into digital telephone ones0.

Syed Ameen’s resolution which was passed unanimously called for payment of the dues of Zeal Pak Cement Factory employees and solution of their other problems.
