PESHAWAR: The Khyber Pakhtunkhwa government has directed district administrations across the province to update the data of terrorists in order to freeze their immovable and movable properties to dismantle their supporting ecosystems.
In a letter addressed to the divisional and deputy commissioners, the home and tribal affairs department said the chief secretary recently chaired a meeting of the Provincial Action Plan against terrorism wherein decisions were taken regarding the plan’s implementation.
One of the key items on which lengthy discussion took place in the meeting was the systemic action against terrorists and their affiliates to dismantle the ecosystems in which the terrorists thrived.
The department said the meeting decided that a district coordination committee’s meeting in all districts shall be convened to improve the already available data of terrorists pertaining to each district.

It said updated data would include general updating of information of terrorists in the lists with a special focus on the support system of terrorists, including their relatives and friends, who were covertly providing support for extension and execution of their activities.
“Also, family trees of the terrorists may be obtained from the National Database and Registration Authority (Nadra) and sifted for further action. Relatives of the terrorists in government service may also be asked so that further action could be taken in case of involvement of any of these could be taken,” the letter read.
The home department asked the provincial police chief to direct all district police officers to ensure attendance of all those listed on the Schedule-IV of the Anti-Terrorism Act, 1997,at the designated police station on a daily basis.
It also directed the senior member board of revenue to freeze transactions and against properties of terrorists.
The department added that an additional inspector general of police of the Special Branch would issue notices to the relatives and affiliates of the terrorists in the list for information, while secretaries of the excise and local government departments will take action against immovable and movable properties of terrorists,” it said in the letter.
The department also directed the additional inspector general of the counter-terrorism department to update the list of proclaimed offenders to ensure further action.
These actions are part of the 84 points of the Provincial Action Plan against terrorism that was unveiled in a recent meeting chaired by Chief Minister Ali Amin Khan Gandpaur.
According to official documents, the action plan was based on five pillars, including countering terrorism, hardening the state, focusing on socio-political issues, addressing legal aspects, managing information and promoting general preparedness.
They revealed that the provincial government had compiled profiles of 1,987 individuals involved in terrorist activities in order to develop a comprehensive database of terrorists and their sympathisers.
The documents said that under the action plan to dismantle the terror ecosystem, 609 people had been placed in the Schedule IV of the Anti-Terrorism Act, 1997, while 1,856 head money cases had been processed.
Also, 22 terrorists, whose relatives are in government service, have also been identified. The Provincial Intelligence Fusion and Threat Assessment Centre have been established.
The documents said that the relevant agencies would continuously work for identifying movable and immovable properties against database entries under the KP Integrated Security Architecture.
