LAKE SUCCESS: The United Nations Security Council adjourned until Tuesday [March 23] its debate on the dispute between India and Pakistan over Kashmir. … The India and Pakistan Delegations have been requested to submit, in writing, amendments to [President of the Council] Dr T. Tsiang’s resolution, the main points of which are:
- Pakistan undertakes to give no aid to tribesmen and calls on them to cease fighting. 2. India undertakes to withdraw gradually as many troops as are not required for defence and security. 3. India should set up a special plebiscite administration, which should include six United Nations officers. 4. The Indian Government promises to prevent any pressure on voters. 5. All persons who fled from Kashmir shall be guaranteed a safe return. 6. The Kashmir Government of Sheikh Abdullah shall be widened to include all major political groups.
… Dr Tsiang said [the resolution] was the result of conversations with both sides and with other members of the Council. … Dr Tsiang said he found “both parties regret that a dispute has arisen between them”. — News agencies
