LAKE SUCCESS: … It is confirmed from authoritative sources that the last round table conference produced no result beyond emphasising the wide divergence of the views of the contending parties on the withdrawal of non-Kashmir forces and the administration of Kashmir during the proposed plebiscite.

Sir Zafrullah Khan presented a plan for holding the plebiscite under the United Nations’ control on condition that Indian troops were withdrawn from the territory and a neutral administration was placed temporarily in control. The Indian Delegation, it is understood, expressed the view that this plan was “unworkable and unjust”, and categorically opposed it. When the Council meets tonight the President will present a report on the last round table conference between India and Pakistan and will lay on the table draft proposals made by both delegations for a settlement of the dispute, in accordance with usual Council procedure.

… Conversations with various delegates today [Jan 28] revealed that none of the Council members appears to have formulated a fixed policy towards the terms of settlement. — News agencies
