KARACHI, Aug 30: The strength of women and peasants/workers and minorities in each town council has been notified. Polling for these seats will be held along with the election for slots of district/town/taluka/ tehsil nazims nazims in the third phase of the local government elections 2005.
These seats were calculated on the principle of 33 per cent women, five per cent peasants/workers and five per cent minorities on the basis of the strengths of UCs in each town.
According to Election Commission (EC) sources, polling will be held for each council of the 18 towns in Karachi on Oct 6.
For the Keamari Town Council, election will be held against three women seats, one peasant/workers’ seat and one seat for minorities.
Likewise, there would be three women seats each for the Site, Baldia, North Nazimabad, Gulberg, Gadap, and Korangi town councils; four seats each in the Liaquatabad, Lyari, Saddar, Jamshed, Gulshan-i-Iqbal, Landhi, Orangi, and New Karachi towns; and two seats each in Malir, Bin Qasim and Shah Faisal towns.
However, the reserved seats for peasants/workers and minorities would be one each in every town council.
While reserved seats in the Karachi City District Council as per principle will be 59 for women, nine for peasants/workers and nine for minorities.
TRIBUNALS: The chief election commissioner has appointed judicial officers at election tribunals to receive, try and dispose of election petitions arising out of local government elections 2005. About nine tribunals have been appointed for Karachi.
Ist Additional District and Sessions Judge, Karachi West for all UCs in Lyari and Saddar towns; IInd Additional District and Sessions Judge, Karachi West for all UCs in Jamshed and Gulshan-i-Iqbal towns; Ist Additional District and Sessions Judge, Karachi Central all UCs in Korangi and Malir towns; IInd Additional District and Sessions Judge, Karachi Central for all UCs in Bin Qasim and Gadap towns.
Ist Additional District and Sessions Judge, Karachi South for all UCs in New Karachi and Gulberg towns; IVth Additional District and Sessions Judge, Karachi South for all UCs in Shah Faisal and Landhi towns; Ist Additional District and Sessions Judge, Karachi East for all UCs in Keamari and Site towns; Ist Additional District and Sessions Judge, Malir for all UCs in Baldia and Orangi towns
And IInd Additional District and Session’s Judge, Malir for all UCs in Liaquatabad and North Nazimabad towns.
REVISED POLLS SCHEDULE: The election for nazims and reserved seats of women, peasants/workers and minorities in districts/cities/towns and tehsils would be held on Oct 6 instead of Sep 29, as announced earlier.
The Election Commission, which announced the revised schedule in this connection, has pointed out that the schedule had been revised in view of delayed polling in the Killa Abdullah district of Balochistan on Aug 28, and re-polling as ordered by concerned returning officers in various UCs. The results of these would be notified in the gazette on Sep 2 and 3 respectively.
According to the revised scheduled, the notice for inviting nominations would now be published on Sep 10; nominations would be accepted on Sep 12 and 13, provisional list for which would be issued on Sep 14; objections would be received on Sep 15; scrutiny of nomination papers would be carried out on Sep 16; and candidates can file appeals by Sep 18.
The disposal of appeals would be done by Sep 20; candidates can withdraw nomination papers by Sep 21; the final list of candidates with election symbols will be published on Sep 22; polling will be held on Oct 6; and results will be announced by ROs on Oct 10.
FEE: The candidature fee for district nazim is Rs10,000, the receipt or bank draft of which should be attached with the nomination papers as proof. The fee is non-refundable, election commission officials told Dawn.
They further informed that the fee for town/taluka/tehsil nazims will be Rs8,000; for candidates against reserved seats of women, peasants/workers and minorities in districts will be Rs2,000, and in town/tehsil/taluka will be Rs1,500.
