RAMAZAN timings for banking business hours are from 10am to 2pm. However, the official timing in other offices is 9am to 3.30pm or 4pm. Therefore, it becomes cumbersome for the public to cater to their banking needs.
In the developed world, people make a maximum use of daylight to save on energy, while in the banking hours announced for Ramazan, a good three hours are wasted. Previously, I remember the banks used to commence business at 8am during Ramazan.
Can someone explain why this privilege to banking sector this year?

Yes, it becomes quite cumbersome for the office goers, labour class and common people to fully meet their banking needs within the limited time, since not everyone who maintains an account is in possession of a plastic card to meet some emergency, such as a visit to the hospital OPD, which ordinarily starts functioning at 9 AM, or travelling intercity. Furthermore Nowhere does it says that you work less in Ramazan.

Good point raised. There is absolutely no rationale for limiting the banking hours to a 4-hour window.
My friend works in Saudi Arabia as a manager at a very good organization. His working hours during Ramazan are 9am to 5pm. His working hours during the rest of the year are 8am to 6pm. I don't think Ramazan requires one to compromise on, or not fulfill one's duties to the society, or cause inconvenience to the society. A bank, like other institutions should ideally continue to serve the society without being a cause of inconvenience.

It is not only Banks but Passport offices are also enjoying special previllege this year and there is no plausible explanation from the Government.
