THE Water Commission came down heavily on the Karachi Water and Sewerage Board in a recent hearing. The commission observed that it had repeatedly issued directives for the installation of flow meters on water pipelines but the KWSB was reluctant to install these meters.
The reluctance on the part of the KWSB is not difficult to understand. The large-volume users of water — factories, multinational corporations and commercial entities — get an unlimited supply of water, with minimum water billing. In return, these entities pay heavy bribes to KWSB officials every month which is shared among all.
If the water meters are installed, the water bills of large-volume users will increase manifold.
