THE Pakistan Tehreek-i-Insaf is the only political party that has provided a complete roadmap in its manifesto. But to make ‘new Pakistan’, the manifesto lacks a plan for reforming the administrative system.

The efficacy of the administration cannot be improved unless federal and provincial public service commissions are reformed. To strengthen internal accountability, annual confidential reports should be replaced by performance and complaisant appraisals.

Lord Macaulay who laid the foundation of civil service in India told the House of Commons in 1888 that civil servants had been vested with discretionary powers and the cadre system and its powers should be curtailed.

To revolutionise the administrative system, the PTI should consider replacing the cadre system with the specialist system allowing experienced officials to be appointed to key posts.
