TMA ordered to redress grievances

LAHORE, Aug 6: Governor Khalid Maqbool has directed the Tehsil Municipal Administration (TMA) of Rahimyar Khan to comply with the Punjab ombudsman’s orders and redress grievances of a complainant in a month.

Riazuddin Siddiqui had purchased plot Nos 15D and 17D, measuring five marlas each, in the Canal Park Housing Society of Rahimyar Khan in 1982 through open auction.

The plots were re-numbered as No 15D and 1 D because of some changes in the scheme but Mr Siddiqui was not given the possession of plot No 16 D. He said that he had approached the authorities concerned in this regard but to avail.

Mr Siddiqui filed an application with the Punjab ombudsman who directed the Rahim Yar Khan TMA to allot the plot of the same category to him as a substitute to plot No 16 D.

In a representation filed against the orders of the ombudsman, the TMA said the allotment of plot No 16 D was cancelled by the RYK Municipal Committee because of violation of the terms and condition of the allotment by Mr Siddiqui.

The governor said in his order that allotment of plot purchased through auction could not be cancelled without issuing a show cause notice to the buyer or obtaining his written reply. No such procedure was adopted by the agency. Moreover, the cancelled plot (No 17 D) was not re-auctioned and allotted to Shafiq Ahmed by the municipal committee in 1999. Shafiq constructed a house without the approval of a plan on plot No 16 D.

Tehsil Nazim and TMO agreed to give possession of plot No 16 D to Siddiqui after getting it vacated from Shafiq. In case of a failure, plot No 18D will be allotted to Siddiqui after getting it vacated from another illegal occupant.
