NEW DELHI: India's Reliance Defence said on Thursday it had signed a manufacturing and maintenance deal potentially worth $6 billion with Russia's Almaz-Antey, the maker of an air defence system that sources said the Indian military was poised to buy.
The partnership between the Indian firm controlled by billionaire Anil Ambani and the Russian firm was announced as Indian Prime Minister Narendra Modi began a trip to Moscow aimed at strengthening defence ties.
Earlier this week, Indian defence ministry sources said the government had cleared the purchase of five S-400 air defence systems that are estimated to cost about $4.5 billion in a bid to modernise the country's defences against airborne attacks.
"The two sides identified the air defence missile systems... radars and automated control systems as areas of partnership... as well as offset policies of the Indian Ministry of Defence," Reliance said in a statement.
Under the offsets policy, global defence contractors are required to invest a percentage of the value of any deal in India to help it build a defence industrial base and reduce imports for a military that has emerged as the world's biggest buyer of arms in recent years.
India is forecast to spend $250 billion over the next decade to upgrade its military and Modi's government wants a greater role for Indian state and defence firms.
Reliance is forging close ties with Russia to jumpstart its ambitions to develop a defence business from scratch. It said it had also discussed joint implementation of modernisation, repair and overhaul of Almaz-Antey systems already in service in India.
The company also plans to bid for contracts for local manufacture of helicopters, submarines and ships.
Earlier this month, Ambani's Reliance Infrastructure took sole management control of Pipavav Defence and Offshore Engineering Co which has built patrol vessels for the Indian navy.

India NEEDS to spend more ( it will happen as the economy expands!) to counter China.
Once Pakistan decides that India is not an enemy and is a potential and lucrative trading and investment partner, this anxiety about India's defence spending should disappear forever from Pakistanis' thinking. You hardly worry about you all weather friend's defence spending, do you?

For some nations, proxy-wars are more than enough as per Doval's new proactive policies. But for others like China, it is imperative to show preparedness for full-fledged war. Also, there is no industry as lucrative as defense industry when we all look at the experience of the US, Russia, Israel, Europe and more recently China. It makes sense for India to acquire all technologies to understand and then better them by reverse-engineering, the same way China indigenized itself.

Some comments here contend that India's purchase of armaments under the 'Make in India' plan are Chinese specific. They are NOT. (1) China & India under Xi &Modi are becoming friends because of their shared world view & modern world trade. Hence, Xi's trade roads ends up in India. There will not be an Indo-China war. Border disputes will be resolved to mutual satisfaction, slowly. (2) Manufacture of modern weapons involves new technologies. India could develop them on her own (e.g. her space exploring programme that NOW brings in $millions from developed and developing countries) but that takes time. 'Make in India' agreements bring the new technologies from the West & Russia to India quickly and provide a base for further development. For the same reason, India's defence procurements are not Pak specific either.

Also even the middle class in India which are earning 1.25 dollars and above are considered poor by international standard, the actual middle class is about 2.5-3.5 % of the population.

Some readers have commented that the funds used for such purchases be used for uplifting the poor ,They will also argue to close the airports and malls and use the same to house the poor.Every country will have poor and rich people and the government has to spend for both.Now the government has allowed private sector in defence manufacturing ,costs will be lower ,better technology will be used and in some years private manufacturers will market the weapons world wide, giving India much needed foreign exchange and leverage on other countries.

Akash is now in mass production.More that 3000 missiles have already been inducted in both IAF and IA and deployed also.
Triishul Missiles already inducted.
ATBMs AAD PAD and PDV are already in advanced stage with 8 out of 10 tests successful.Not bad huh if we compare with US failures in past.PAD is now i think ready to be deployed and AAD & PDV need few more tests.

Congratulation to Russia for getting the initial 6 billion USD deal. They are coming of age and getting ahead of the curve, might actually threaten the military industrial complex of US, the largest in the world, which is about 22% of US GDP, again the largest percentage of GDP in the world.
No wonder these nations wants ongoing conflicts in many part of the region(s). Pakistan, India and China need to have backdoor military and diplomatic contacts and which is actually happening to prevent any escalation and subsequent war, incited by false flag, covert and hidden action of these war mongers.

Plan is very simple. Modi Ji wants that all the weapon that we purchase must be made in India so that Indian get the job and a defense base industries are established so that in future we would not need to purchase any weapon from outside. For this modi Ji involved private firms of India , it should be noted that in foreign countries private firms are forerunner of the defense industry in their respective countries. By doing this private industry of India will come in competition with other indian industries and thus quality, new technology will be developed and cost will decrease and moreover we will not have to rely on foreigner for timely supply of defense need. I will explain you what happened. Consider these missiles (or for that matter all military units and weapons) as pieces on a chessboard. Every missile has its own strategic significance. Akash has a range of 25 km. We are also in the process of developing another anti aircraft missile with Israel that has 70 km of range. Anti ballistic missiles as the name suggests are for incoming ballistic missiles. Whereas S-400 can track any target - plane, drone, or missile. And it has a range of 400 km. With that Indian air defense system looks quite solid.

India has no option but to spend these humongous amount of cash on defense, because their plans in Afghanistan failed miserably they were under the impression that they will contain Pakistan from Afghanistan but that did not go according the plan
and they know very well after CPEC completion they will be facing crippling effects on their economy.

The one you are implying has been officially shelved after 30 years of engineering efforts.

India's spending in defence is among the minimum in GDP terms. Similarly, Indian army is smallest vis-a-vis others in terms of population percentage. Moreover, involvement of private player will make them among the big conglomerate. Defence armament industry is one of the biggest employers as well as biggest profits makers all over the world. Further, in defence sector, most of the cutting edge technology are developed and subsequently integrated in commercial ventures.
For a country like India, it is not only required for actual defence purpose but also of spreading out industry.
India is constantly procuring defence equipments from Russia, France, USA and other such countries increasing their economies, rather creating jobs in India.
Further, Indian navy is weakest among all Indian forces. It should be strong enough to safeguard its and other littoral states of Arabian sea, Bay of Bengal. And India and Pakistan should also conduct joint naval exercises and operations. And why not

Developed countries have utilized available space for climate emissions & now that they have achieved required standard of industrialization, want developing countries to control their emissions. But when I studied about Pakistan and China, I feel this is necessary. I have the same impression that each sensible Pakistani would be feel same way. So the bottom line is :- if both the nation reduce the military terrorism and seriously focus on corruption free development, utilization of human resource, I think the entire south asia will be progressive place not only for south asia but for the entire world.

The volume and the sheer size of it just mind boggling. All these weapons are Pakistan specific and one day will be used against us. You can fool some people some time but can't fool all the people all the time and fortunately we are the only country on this planet that knows India's good and bad designs.
