RAWALPINDI, Oct 4: The Rawalpindi Cantonment Board (RCB) has accused the director-general Military Lands and Cantonments (MLCs) of centralising financial and administrative powers of the RCB and imposing unnecessary restrictions on the civic body.

In a presentation given to the garrison commander, the cantonment authorities said MLCs chief Maj-Gen Mohammad Javed was interfering in the internal affairs of the RCB, which had badly affected the functioning of the civic body and caused inconvenience to the public.

“After assumption of command by the present incumbent, the authority of the boards started eroding due to unnecessary restrictions imposed by the department to a great disadvantage of the public and the management.”

The cantonment authorities also criticized the transfer of employees from Rawalpindi and Chaklala cantonments to other stations, saying the move had resulted in discontentment among the staff.

A list of the employees transferred during the last six months has also been provided to the corps commander.

The presentation said in the past lower-grade staff were never posted outside, adding the cantonment boards were corporate bodies with loose administrative/financial control of the MLCs and federal government and have been functioning smoothly till late.

The cantonment officials also took exception to the imposition of restriction on recruitment of BPS-5 and above employees by the board.

Complaints have also been lodged with the garrison commander against the MLCs head for his alleged interference in the financial matters of the board, saying that the RCB has been conditioned to keep separate account of revenue receipts of regularization of old grants and the amount was to be spent only after the approval of the MLCs chief.
