LAHORE: Punjab police managers in a meeting held at the Central Police Office on Monday finalised an action plan for illegal residents especially Afghan refugees and their established no-go areas, facilitators of terrorists and all those subversive elements involved in provoking and instigating people through speeches and spreading religious hatred across the province.

The senior police command also finalised stand-by arrangements for Quick Response Force (QRF) to reach any school in case of emergency with issuance of SOP that the QRF would remain in constant touch with the district administration and heads of school management besides making regular visits to schools.

All field police officers were directed to keep all SHOs in liaison with QRF officials deployed around school buildings.

Inspector General of Police Mushtaq Ahmad Sukhera, who was presiding over the provincial police conference, also decided that all decisions of the Apex Committee constituted by the federal government would be implemented in the province in letter and spirit.

As per this decision, loudspeaker could only be used for Azaan, Arabic Khutba, lost and found and funeral announcements. In religious gatherings, the internal speaker could only be used. In case of any kind of violation, the use of loudspeaker could be banned for six months and the violators would be punished.

Field officers would also ensure the rights of minorities at any cost and nobody would be allowed to take law into hands.

The conference also decided to start action against all banned outfits involved in arranging trainings and meetings to instigate people against each others’ sects.

Stern action against 4th schedulers, criminals etc, involved in heinous crime like bank dacoity, murder, dacoity with murder, rape and kidnap for ransom would be expedited.

The provincial police chief directed field officers to complete installation of monitoring system at all 68 entry/exit points and riverine check posts of the province within a week for which funds have already been provided to the respective offices.

To facilitate public with police services under one roof, the establishment of 80 police service centres was decided in the conference.

All field officers were directed to complete postings of officers from SHO to DSP level in their respective districts within a week as no such officer could be transferred afterwards without the permission of the CPO. The purpose of this policy is to enable the field officers to get rid of all kinds of pressures.

The withdrawal policy of non-operational staff was reviewed in the conference, and it was decided to continue it till the withdrawal of the last non-operational staff.

It was also decided in the conference that in future only performance-based ACRs of the officers would be accepted.

Though various proposals for the change of police uniform were discussed in the conference, it was decided that Rs4,300 per annum would be given to officers/officials for purchase.
