Earlier today, a four-member committee formed by the Punjab government has started work on the recommendations in the Model Town judicial commission report. The committee has been mandated to fix responsibility in relation to the bloodshed that transpired in clashes between police personnel and supporters of Pakistan Awami Tehreek (PAT) chief Dr Tahirul Qadri.

The committee is expected to complete its proceedings in a week’s time and submit a report to the provincial government. It comprises of Justice (retd) Khalilur Rehman Ramday, the provincial interior and law secretaries and Punjab advocate general.

And after the findings that have emerged in the reports of the judicial commission and the joint investigation team, the government committee's fundamental task is to identify those ultimately for the Model Town tragedy.

Earlier, the Punjab government had requested the judicial commission for audio/visual evidence in relation to the tragedy.

The government commission begun its work days after the judicial commission investigating the Model Town incident held it responsible for the tragedy, saying the police had acted on the administration's orders which led to the bloodshed.

The report had said that the affidavits of Chief Minister Shahbaz Sharif and former law minister Rana Sanaullah contained contradictions regarding the orders they reportedly issued to the police to disengage, and said what happened on the ground did not match such claims.

At least 11 PAT workers were killed and over 100 people were injured during the clash in Lahore.

What is the probability that a commission appointed by the culprit and having the people who are employees (under great influence) of the culprit to find anything against the culprit?

AB Shahid Aug 28, 2014 02:54pm

Polite reminder for those who forgot. Honorable Justice Ramday is the man responsible for fixing the elections. Now he has been tasked with fixing responsibility of Model town murders. Justice prevails!

Sammy Aug 28, 2014 03:56pm

This has to be a joke!

t.zahid Aug 28, 2014 04:11pm

No surprises if this turns out to be yet another lollipop by the Nawaz government.

Ahmad Aug 28, 2014 04:35pm

So in Pakistan police has to receive order to register an FIR, I thought registering an FIR is a basic human right!

Jawad Aug 28, 2014 04:37pm

According to the police, the case will soon be registered.

Soon ? Another delaying tactic. Orders from the government? Registering FIR needs government approval now.

shabbir ahmed Aug 28, 2014 04:42pm

That is what is wrong with the type of democracy prevailing. Police has to wait to receive orders to create an FIR even though the Court had already given the instructions of the same. Police should be independent which cannot happen in the current sham of democracy

Husain Jan Aug 28, 2014 05:50pm

@Ahmad probability is almost NIL. However, masses memory is very short and so they forget that in numerous such inquiry reports the committee not only fixed the responsibility but also recommended various steps including punishment to the culprits....but ...but sadly no action whatsoever is ever taken. Formation of inquiry committees seems to have become a fashion which is meant just for the sake of public consumption...not for any subsequent action or remedial measures. In the present case too there is no visible difference.

Mehdi Aug 28, 2014 05:51pm

lol... This happen only in Pakistan where political parties head instruct the law enforcement agency to lodge FIR against them. Where our judicial system is free? where is the system first of all? the victims are not allowed to lodge FIR and then Court ask to Put FIR and still no one dare to lodge FIR against culprits? SHAME on the system and this is need to be fixed and IK is da man who is trying. We have tried everyone lets give him a chance and my heart says that he will be better the many many many in PAKISTAN History ...

Mohammad Akhtar Aug 28, 2014 05:52pm

Hope the court follows the ethics guid lines and is netural to set an example so nation can move on. I have same feeling like Ahmed has in his comments.

Aamir Aug 28, 2014 05:52pm

Ramday :) Amazing ..

usman Aug 28, 2014 05:54pm

Again and again a question remains why police register FIR when Shabaz and Nawaz approves it. Did not it shows the power of this mafia gang..... Why it was not registered when court order to register it. Nawaz and Shahbaz use their powers and show that they are the owner of police. No credit should be given to Nawaz or Shahbaz. They are the culprits and also must resign from posts. It take more then 40 days to register FIR then how come a comon people get justice until they shall be away from their power and GOVT. Wish at least judges now do their jobs for the sake of Pakistan and do not earn millions of dollars this time.

Ariba Aug 28, 2014 05:56pm

Finally a little progress. A reminder for all Pakistanis. Plz give support to PAT & PTI or any force who will get rid of PPP's, MQM's, ANP's & PMLn's for Gooooooooood. Don't back off today. Your tomorrow will be better.

s chaudhury Aug 28, 2014 05:56pm

This is a joke of this century

Kuzzy Aug 28, 2014 05:58pm

Case is registered. Nothing will happen. Its all planned by the Shareef pmln party and all the system is corrupt. Revolugion is must for fair elections.

El Cid Aug 28, 2014 06:01pm

The alleged criminals should be removed from power such that justice can proceed without pressure and bias.

Sohail Aug 28, 2014 06:04pm

At least some progress towards justice, see what happens next.

bluemetal77 Aug 28, 2014 06:11pm

Just hearing TUQ say in his speech that NO FIRs have been registered yet and his lawyers have not come back to him with any copies ..

So yes, another lollipop by the government .. really do they think they can drag and fool the whole nation with them!

Omar Aug 28, 2014 06:14pm

Topi drama by Pakistanis for Pakistanis.we love this nonsense.

imranrahbar Aug 28, 2014 06:21pm

is this a coincidence that Justice Ramday is heading this commission?

Zafar Aug 28, 2014 06:21pm

What chance does an ordinary person have of registering ANY kind of FER ??

M. Siddique Aug 28, 2014 06:23pm

Let us wait and see. Moment of mystery.

Ikram ul Haq Aug 28, 2014 06:26pm

Can people of Pakistan know the content of this FIR? or will this get sealed for national interest!

Parvaiz Aug 28, 2014 06:26pm

@Ahmad Will Lohar court find these culprits guilty? I doubt it very much.

dreamon Aug 28, 2014 06:26pm

So the committee is appointed by the same people who are also accused of the crimes???

This has to be the most ludacris thing I have ever seen or heard of...

Ahmed Aug 28, 2014 06:27pm

Ramday should be the first person behind bars. What A joke. Why does police need an order from Punjab government to file an FIR, I thought it everybody's right. NS and SS both should be put behind bars for atleast 2 weeks for influencing & delaying justice

humaza Aug 28, 2014 06:29pm

Why another commission JIT has already issued the report and held Shahbaz sharif, Rana sanaullah and others responsible.... Punjab govt hiding that report and now want this commission to give them clean chit... shame

Kashif Chohan Aug 28, 2014 06:38pm

No proof, just empty words, this could be a hoax to buy time, if there is an FIR, for such a high profile case it should be public, why does dawn not have a copy of it yet?

khan Aug 28, 2014 06:40pm

The next step is arrest of all those in FIR.If SHAREEF BROTHERS don't resign like good boys.

Dystopia Aug 28, 2014 06:43pm

Congratulations Pakistanis. Your prime minister and chief minister are alleged criminals for murder. Just let that sink in...

MA Aug 28, 2014 06:43pm

few minutes ago it was registered against 21 people. now its gone to 19...sure there must havebeen administrattove error which have omitted PM & CM's names.

MAlvi Aug 28, 2014 06:45pm

Why registration of FIR had to wait for months, and require the permission of higher-ups. Should't that be automatic.

If FIR requires permission from higher-ups, then those higher-ups must have given permission to police to kill also. The case is proven; hang the culprits.

hajo Aug 28, 2014 06:46pm

No use of any FIR ,until the main culprit Shsbaz Shariff resigns for impartial inquiry.

naseer Aug 28, 2014 06:46pm

This FIR must absolutely be fraud! logical to think why would Nawaz & co. axe themselves.

hajo Aug 28, 2014 06:49pm

@Ahmad Basic human rights are for the masses noy for emperors.

Concerned Aug 28, 2014 06:51pm

This FIR crisis is reflective of our political parties' double standards. They can bring the country to a standstill for 11 of their members' deaths and turn a blind eye to the innocent thousands that die every year because of terrorism, drone strikes, targeted killings, sectarian violence etc. Such cheap blood we have!

hakan Aug 28, 2014 07:00pm

Filed on "government" orders?

& Why not on the "people" order?

Mushtaq Aug 28, 2014 07:01pm

Watch and see the ruling party drama unfold

Zack Khan Aug 28, 2014 07:02pm

@Ahmad That's why Imran is there!

roarwali Aug 28, 2014 07:06pm

It took two and half months and a sit-in just to lodge an FIR. Is this a democratic country ?

Sher Khan Aug 28, 2014 07:11pm

if the accused is powerful how can one expect justice.this is a joke

D Aug 28, 2014 07:19pm

Shebaz Sharif must be impeached immediately. All problems are creating by him thru this incident.

dil e muslim Aug 28, 2014 07:26pm

Mockery of justice.

Sher Khan Aug 28, 2014 07:30pm

FIR registered with the approval of the accused. What a joke

Hamdard Aug 28, 2014 07:48pm

Now all those accused in FIR need to step down until investigation is complete. This is how democracy works. If you let the accused stay in power then they may use their power to influence the results of investigation. Investigation should be complete and clear without any bias for both victim and accused.

just_someone Aug 28, 2014 07:52pm

@Ahmad Couldnt have said it better myself. If it took so much pressure to just REGISTER an FIR, what does that say about our country? And the justice our 'leaders' provide. Honestly, I was against this whole dharna stuff but the ore I saw how PML-N handled this FIR business, the more i realize why something really needs to be done!

Pak47 Aug 28, 2014 08:12pm

Why should the Prime Minister's name be on it ? He is not in Punjab Government and on the day of incident he was in Tajikistan.

m. a Aug 28, 2014 10:03pm

The FIR has been registered with a restriction that no accused will be arrested, unless proved guilty. The people are not happy about who will prove that these accused are guilty? These accused should be released after they give a proof, they were innocent. The judge is also guilty of protecting the Sharif brothers and should be punished. .

Nadeem Aug 29, 2014 03:14am

"Pak Sar Zameen Ka Nizam" This ordeal made me think. Is it possible for a common ordinary citizen to register a FIR for the murder of their loved ones? As we all know this FIR was registered by thousands of people protesting in Islamabad.

Jawad Aug 29, 2014 04:18am

@Pak47 Is Punjab not Pakistan?

mohammad khan Aug 29, 2014 04:56am

After living long eight years of exile in Saudi Arab (Royal Family), Nawaz Shariff adopted the traits of Monarchy and ruled Pakistan as "Realm of Shariifains". Kawwa Challa Hans Ki Chall, Apni Bhi Bhulla".
