New health delivery system in KP from September 2

ABBOTTABAD: Provincial Minister for Health Shaukat Yousafzai has said that the government is launching a comprehensive health delivery system from September 2 in Khyber Pakhtunkhwa after which people will be able to see marked improvement in facilities provided by the government hospitals.

This he said while speaking at Ayub Medical Complex Hospital on Thursday where equipment and funds worth Rs50 million were donated by an NGO, Poverty Eradication Initiative (PEI), to the complex and of Rs20 million worth to the district headquarters hospital, Abbottabad.

The minister said that the health department had assessed shortcomings in health sector in a short period and mechanism was ready to deliver services to the common man. He said that August 30 deadline was set to fill the vacancies of 450 doctors and 550 nurses, who would be posted in all the big and small hospitals in all parts of the province.

He said that Rs1 billion had been released for the provision of medicines and improvement of health care facilities. He said that this was the first installment of funds and more money would be released based on success shown by the hospitals.

Mr Yousafzai said that under the health plan from September 2 onward all tests conducted in labs, ultrasound, ECG etc, would be free of cost. He said that patients would have to pay only Rs5 for the chit and free medicines would be provided to them.

He said that the major change would be introduced in the emergency cover and doctors and experts of teaching hospitals would be available round the clock to treat the accident and emergency patients. He said that referral of patients would be discouraged and it would be ensured to provide best treatment facilities in local hospitals.

He said that they were putting in place a model health delivery system in the government hospitals so that people could see the real change.

The health minister announced construction of tehsil hospital at Balakot for which 17 kanals was being acquired. He also directed the authorities concerned for early revival of the old mental hospital at Dhodial-Manshera. Besides, he said that a doctors’ colony would be built at Ayub Medical Complex Hospital. Chief Executive of Ayub Medical Complex Prof Nisar briefed the participants about the ongoing developmental activities in the hospital. Earlier, Shahid Yousaf, chief executive of PEI, said that they had the most sophisticated equipments arranged through own resources from different countries.

OK but can someone explain what is the source of funds of an NGO that spends 70 million on just two small projects? This is just one NGO. There are thousands who are spending in the same way. I DO NOT doubt anything but just want to know.

That is not much different to the system already in place. It's the quality of service that needs to be improved. The sincerity of the individual delivering the service. The quality of medicines needs to be assured. The lab tests need to be of a standard quality. The value for trainees in a basic rural health unit. The nation as a whole needs to change its attitude. Best of luck changing us Pakistanis.

I appriciate the dedication of kpk goverment ...............in health and every sector.......slowly n steadyly do another important thing and that is .....not allowing a goverment dr to practice and give them allownce instead.......then ur policy of discourging referrals will b effective.....i m hopful to c naya kpk ....may ALLAH help u

Rs5.00 is not enough to deter people from wrong doings. IT should be at least Rs 50.00 or Rs 100.00. This will deter people who are trying to bend the rules or cheat the system.

I would say hospital should be built on well planned template design in order to avoid re-designs which will also reduce cost and maintenance. Secondly best quality materials should be used. Procuring of contractors and suppliers should be very transparent and based on competition. This is where most of the funds are embezelled and given in bribery. Procurement is core of any project and should be monitored very closely.

And who will take care of those state of the art machines? At least two qualified Biomedical Engineers, two technicians and a small well equipped maintenance lab must be insured for each DHQ. If any one is serious in providing service to patients, a full fledged Maintenance Department for larger hospitals for at home repairs and for looking over maintenance contracts with suppliers will be needed. It is culture across the whole country to have a fervor in purchasing or donating new equipment, but no concern for their service over useful lifetime.

@Anees: I do not know the answer to your original question. But, I would rather not be concerned with the source of the money as long as it really is spent on the betterment of the poor towards the declared cause. My concern is "who would be spending the money and how good they are at managing such money previously towards such causes?" We've had a real bad record when it comes to managing such charity money. The govt. just needs to be sure that the money is genuinely spent towards health improvement of those who cant afford such health facilities on their own.

Although all component of the healthcare system needs heavy revamping, but if KP and all other governments while focusing on primary health care system (BHUs and pre DHQs) improve the adequacy of treatments of common illnesses at the very early stages then there will be less burden on the hospitals (secondary and tertiary care levels) improving overall satisfaction of the people and increasing the economic efficiency of the system. For that we need to have very very good family physicians and seamless referral system (improved medical education system). Once primary care system starts working properly we will need fewer new hospitals with short waiting times. In 3 years time no one should be allowed to see a specialist directly until referred by a GP. But this should be a gradual process. New work process in the health care system should be made clear to people. People should be given time to develop confidence in the GPs advice, then gradually all direct contact with the specialists in the Government hospitals should be stopped. Currently we need more properly trained General and Specialized Family Physicians as opposed to Super specialists because many of the conditions these specialists manage are irreversible or require massive investment. Therefore, health promotion, disease prevention and early recognition and appropriate management at the primary care level is the ultimate solution.
