Dubai introduced a metro network in a bid to cut dependency on cars and ease congestion, becoming the first city in the oil-rich Gulf to introduce rail as a commuting option. The project launched 3-1/2 years ago and with US$7.6 billion is running about 80 percent over budget. Only 10 of the inaugural red line's 29 stations are ready for opening day.
