Community living


This refers to Sara Hasan’s The culture of community living, on March 5, 2006, in which wider prospects of the CPLC has been elaborated. I do not agree with her idea that CPLC’s operation must include the management of high-rise buildings. This is the duty of the area counsellor or the nazim.

In my opinion, the role of CPLC should be confined to tracing stolen cars, kidnapping for ransom, theft of cellular phones at gun point, reducing street crimes and combating terrorism. What is actually needed is to make CPLC more effective in developing and sharing intelligence with the help of citizens in the city in combating heinous crimes like suicide attacks.

The world came to know that an American diplomat David Foy, his driver and a staff of Rangers were killed and a number of other people injured in the suicide attack conducted just a day before President Bush’s state visit to Pakistan. President Musharraf, who was waiting to welcome the US delegation, was compelled to send condolence message on the tragic incident just before the arrival of the US President.

Under present circumstances, when terrorists are openly roaming in the city without any check and carrying out suicide attacks, it would be more appropriate that CPLC’s operations should be focused on the development of its own intelligence wings throughout the city, with the participation of general public, so that it can share timely and sensitive information with law enforcing agencies.

There have been many suicide attacks in the city conducted by different terrorist groups during the last few years. However, our law enforcing agencies, despite the arrest of several terrorist groups, could not make it public as to why these terrorists are conducting such attacks and who are financing and helping them. They must be getting some material benefit for ending their lives in this manner.

Getting CPLC involved in the problems of apartment buildings will be equivalent to deviating it from its original role and charter, as CPLC can play a much more significant role in combating heinous crimes by sharing and widening it intelligence network in the city.

With reference to The culture of community living, by Sara Hasan, I agree with the problems, their solutions and preventive measures pointed out by her.

Apartment dwellers need to be educated and made aware of the norms of community living. They should realize that they are not free to use their residences for any noisy, anti-social, and immoral activity. Moreover, KBCA must also wakeup to face its responsibilities. I believe KBCA is solely responsible for the sufferings of high-rise dwellers due to water and sewerage problems.

CPLC can also be effective solving the problems of apartment dwellers. The project, CPLC-NC, being run in PECHS, sounds very effective in improving living conditions and making people aware of their rights and responsibilities regarding community living. Such projects should be run in each and every area of Karachi. CPLC, in association with residents, can come out to be the best authority in educating people, awakening their sense of responsibility, sense of neighbourhood, controlling law-breaking elements, and establishing and maintaining a peaceful environment in Karachi.

Testing times
This is with reference to Testing times (March 26) by Najeeb Anjum. The writer has discussed the decision taken by the Education and Literacy Department, Government of Sindh. According to the decision, from this academic session children from Class One to Three will be promoted on the basis of their attendance and performance in classroom. I think this decision should be implemented in all schools of our country as through this system only capable students will be able to get promoted to the next class.

Most of the students pass the annual examination by adopting the habit of rote learning or just copying the material from the text book, i.e. they only rely on textbook instead of their own intelligence. The performance of every student in classroom shows his or her own capability, and from which the teacher can better judge which student should be promoted and which student should not. So this system will also enhance the students to show full concentration in class and to remain punctual. The importance of primary education for all children has been accepted as a societal need but our government does not have the capacity to provide quality education to the backward stratum of our society. The government should take necessary steps to improve the standard of education in our country.
