ON BOARD TEZGAM: President Ayub Khan yesterday briefly expressed his views on what type of political parties should be formed and how they should be organised. He told a gathering at the Lalamusa Railway Station that they should be organised on a Basic Democracy type of tier system.

First there should be basic membership, and then elections at the tehsil, district, divisional, provincial and Central levels should be held. “Only persons elected by the people should move stage by stage from the lower to the higher party offices. There should be no super-imposition,” he said.

Every patriot would be anxious that there should be at least one political party in the country with its roots in the hearts of the people and which should be devoted to solving the problems facing the country. The old “president and working committee type” of people should not be reimposed on the people.

The Lalamusa speech was the last of a series of four wayside railway stations that the President has addressed in the course of this meet-the-people tour. This speech was also an elaboration of the statements he made the previous evening at the Hyderabad station.—Special Representative
