ISLAMABAD: A sub-committee of the Public Accounts Committee (PAC) on Monday ordered the National Accountability Bureau (NAB) to investigate ‘mysterious’ restoration of a cancelled plot in Sector F-11/1 to the former allottees.
The plot was offered for Rs40.656 million to three persons of a family, Manzoor Elahi, Zareen Pervez and Shabnam Iftikhar in 1998.
The allottees paid Rs20.328 million as down payment, and the rest of the amount was to be deposited in four quarterly installments.
Later on, the party failed to deposit the balance payment and opted to surrender the plot on July 26, 1999. They went into litigation, but later on withdrew the case unconditionally. Subsequently, the CDA refunded the deposited amount to the allottees on August 13, 1999.
In 2008, the CDA restored the plot on the request of the former allottees that too after imposing nominal charges of Rs103 while the price of the plot had gone up manifold.
The CDA sources said that after restoration of the plot, the allottees had sold this to a Karachi-based developer for Rs650 million. The new buyer has planned to construct residential apartments on the plot but he has yet to obtain approval from the civic agency, the sources added.
The matter was also discussed in the departmental accounts committee of the CDA on April 14, 2016 where an explanation was sought from the CDA board.
During the briefing, the CDA deputy director general, Estate, Islam Khan told the PAC sub-committee that the plot was sold to the former allottees at market price.
