Why is PEMRA cracking down on a drama that seeks to tackle a social evil like child abuse?

Nothing is safe from another person’s criticism in this brave new digital world. One flick of the remote and you are bound to see something offensive that your neighbor may find totally acceptable.

PEMRA has just issued a notice to Hum TV asking for an explanation of a couple of scenes in the May 8 episode of Udaari. The drama serial, based on child sexual abuse, features the character of a man Imtiaz (Ahsan Khan) with evil intentions for both his orphan niece Meeran (Urwa Hocane) and young step-daughter Zebo. Imtiaz looks upon his Meeran with lust, and tries to lure her into an illicit relationship with him. After she narrowly escapes his evil clutches, Imtiaz next directs his attention to Zebo.

Contrast this with other hard-to-digest scenes we've seen on TV in Pakistan recently. Depictions of rape are increasingly common, as are suicides and murders - by family members, no less. (More on this later.)

So why has PEMRA suddenly woken up to 'objectionable' content on TV now, and why has it started its crackdown with a drama created to tackle a social evil like child abuse? Whatever happened to context?

Whoever the eyes and ears of PEMRA are they seem strangely selective in their outrage.

Either the authority is completely unaware of what passes for entertainment on Pakistani TV screens these days or this is their version of the random security screenings used at airports to reassure the public that the government is taking care of business.

Udaari is a rare bird in the highly commercial and competitive world of Pakistani drama serials. Funded by an NGO, with a grant from the Canadian government, this serial’s first directive isn’t to make money but to raise awareness about the very serious issue of sexual abuse.

Such a daunting subject could hardly be a viable commercial project and could only be taken up by a writer with great sensitivity and moral courage like Farhat Ishtiaq. Her credits include not only the landmark Humsafar and Diyar e Dil but also Rehaii, a serial that dealt with the equally difficult topic of child marriages.

Taken out of context, any scene or any story may look as if it is taking a sensational ploy to gain ratings but this serial has been written after much research and with considerable input from the Kashf Foundation, which strives for the empowerment of Pakistani women.

Tackling tricky subjects

The question remains, how can difficult topics be addressed while maintaining standards of decency? For many, Udaari had managed just that balance. Actor Ahsan Khan has explained that he knew he was taking a risk with his reputation as a romantic hero by playing such a villain. However, he felt raising awareness of an issue to protect children was much more important.

Director Ehtashamuddin has handled these scenes simply and directly without a hint of voyeurism. Yes, the scenes are shocking. They should be. Such acts must never be romanticized or dulled to the point that they lose their impact or ability to disgust. However, when watched in the context of the entire episode, they are no way suggestive or vulgar.

The key word here is context. The scenes from Udaari are unfortunately tame when compared to what makes for prime time viewing these days. The recent TV drama Sangat had a rape scene choreographed like an art project, while the rest of the drama was spent on belittling the victim and glorifying the rapist as a misunderstood “bad boy”.

In another recent hit Gul e Rana, the “hero” is shown attempting to rape a female acquaintance who seeks refuge in his house, telling her that “she asked for it”.

In both cases, the rapists are presented to the public in the form of romantic heroes with 'heart-breaker' attitudes rather than villains to be reviled.

Another drama winning the ratings battle is Bay Qasoor, in which a girl is openly shown hanging from a ceiling fan, a mother poisoning her own daughter to prevent a marriage, a woman and her daughter getting married to the same man. Not satisfied with this level of lurid titillation, a recent episode added a murder and attempted rape fully illustrated by an leering policeman advancing towards a cowering young girl.

If sex sells, violence is just as popular in Pakistan. Anyone watching Sada Sukhi Raho might wonder why Pemra did not object to the kind of sadistic abuse shown in that soap or why no one objected to the heroine being violently strangled in Ab Kar Meri Rafugiri.

Suffice to say gratuitous violence and suggestive rape scenes are part of the scenery in today’s dramas - but PEMRA hasn't taken notice of that. Why?

While certain sections of society long for simpler times and may be horrified by anything more than a bee hovering over a flower, the younger generation has been number, perhaps after downloading sexually explicit serials like Game of Thrones for several years now.

It is common for Pakistanis to restrict and wound their own arts and culture in fits of puritanical rage, leaving the vacuum to be filled from across the border or in this day and age, the internet. A broad spectrum of information is always useful but, if indigenous creative outlets are constantly stunted and delegitimized we will continue to see our own heritage as alien and resolve societal problems with external solutions that don’t always fit our norms.

Child abuse is an important subject that needs to be addressed. Hard truths must sometimes be faced in order to protect and inform. We cannot ignore a problem because it is ugly or distasteful.

It isn’t that Hum TV or any of the other TV channels do not deserve scrutiny. They do, and lots of it.

But, if PEMRA does not maintain uniform standards or understand the environment it is supposed to regulate, it will lose all credibility and damage healthy debate and awareness to boot.

A society that is averse to reading about different issues and stigmas prevailing in our society, either through fact in newspapers or fiction as in stories, novels etc. will find it difficult to adjust to education done through media by television and movies, because that is rather a big step, similar to a major slap in your face. Once people start educating themselves through reading, they will accept projection of such stigmas done on television and movies. Neither PEMRA nor raising such issues on tv or movies is wrong, but the fault is within an individual who awaits media to educate himself, it is your own responsibility.

I watch Udaari and I think it's one of the best dramas. There's nothing vulgar about it. Ahsan Khan is doing a great job of depicting a pedophile. PEMRA should look elsewhere if the have to target someone. This reality needs to be tackled, and Udaari is doing a great job of depicting it without titilation.

We had such vulgar scenes and dialogue in movies in cinemas where specific category used to watch movies. But now such vulgarity has entered in almost every home in Pakistan. People who never liked movies and watched movies in cinemas are forced to watch such 'movies' with their children. PEMRA must take stern actions to such TV channels which are showing vulgarity in the name of freedom and reality.

I watched that episode and first time I saw a child abuse happening. Though the scene is immoral but it is very educational and compelling for society to see evil with your own eyes. This drama will teach Pakistani men how evil looks like when it is happening with someone else daughter.

Showing vulgarity will by no means deplete filth mentality in a society rather such people would find different ways to fulfill their desires. I do not think such dramas cause mitigating or removing such crimes in the society. In facts such scenes embarrass families sitting and watching together. Our society (even by name) is Islamic and we need to maintain sanctity of relations and should not discuss everything openly like in the west. I think pemra has done good job and Mr. Absar alam, chairman of Pemra seems to me a family person and decent man who can take very firm actions to prevent such dramas.

TV dramas is only entertainment for middle and lower class people who stay at home and see the world on TV together with their children. The topics such this one are common to high society or liberal people do not mind discussing such things openly. But now this disease is being spread out through TV in each and every house. Please stop such nonsense dramas and actors/actresses must think before accepting such low characters. Money is not everything morals come first.

@Sher Khan Yeah - there was no crime before TV or Radio came to this world. This sort of mindset where you want status quo will keep the society in status quo. It was made very clear in the write up above that the subject of the show was to take up the matter of child abuse and highlight it to the society. This will raise concern against such paedophiles and save your near and dear ones. Instead look at honour killing if you can't stop it happening with your loved ones.

Two wrongs do not make a right. Instead of justifying the immorality in this program by saying that it is also being shown on others, all such dramas should be banned by PEMRA. One of the main reasons these evils are becoming more common is because they are being increasingly shown (and indirectly promoted) by the media

I love watching Pakistani Dramas because of the content and the language. Face expression are real and not just for the camera. I have seen sangat and Gul -e Rana an d loved both of them. In this age of digital media there is nothing off limit for the viewer. I believe that Miss Ishtaq story always has the contents relating to peoples lives and she brings them on the screen so beautifully. Any viewer who has problem with these shows should switch the channel and go watch something else. A request to censor board please do not ruin it for all of us because of some who cannot appreciate the quality in a drama and are not willing to accept the facs of life

With everything else going on, thats what Pakistanis are worried about? There is a lot more creases in the fabric of Pakistan that needs to be ironed than bringing this up when it is a reality in the culture in the 21st century. Not talking about it doesnt mean the problem is going to go away.... I think its a way to bring it up that such monstrosity exists and needs attention. Adults/Parents/Educators need to stand up against these social injustices, not suppress and close it even more.

I haven't seen the drama so can't comment on what was shown but in terms of subject matter I agree that it is important to show these disgusting behaviors to raise awareness. I applaud the writer (Sadaf) for giving good examples of other material that has been shown and providing background about the funding of this drama - it shows that true and sincere intent of the makers to raise awareness.

Society in Pakistan and most other countries likes to brush such issues under the carpet. This has nothing to do with technology, modern behaviour, westernisation, increased immorality on media etc etc. Child Sexual Abuse is an evil that destroys lives, and ruins families. It happens everywhere, day in and day out - and it must be TACKLED. The job of any good programme maker is to raise awareness, get people to debate the issue and take corrective decision, lobby politicians to tighten laws etc. But to allow this to happen, society needs to accept responsibilty - and not bury its head in the sand as PEMRA has decided here.

Great drama and has tackled child abuse very tactfully and truthfully. The way the perpetrator groom's his victims is portrayed accurately and how he picks his victims carefully the widowed mother struggling and unsupported by family. It is clever how he is shown to isolate the wife from her close friends and prevents the step daughter from playing with her neighbours, typical behaviour by an abuser that is depicted accurately. Well done to the director, produces and the acting of all involved is superb. A difficult subject that is rampant in society world wide and needs to tackled head on by popular mediums such as T.V . PERMA is wrong to send its notice and it makes me wonder which corrupt big wigs have paid for the notice to be issued.

This drama undid something inside of me. It's that part of you that holds on to hope that people can be good, that there is hope for humanity. Honestly, this drama should be seen by anyone who seeks the true face of the world. We don't live in a pink bubble of happiness. For those claiming that dramas like this lead to an increase of child abuse-thats not true. Child abuse has always existed and always been seen as terrible. The types of dramas that DO lead to problems are dramas like sangat and gul e rana, because they make people believe even more in something they think is true -- in this case, people already blame the female and shun her when she gets raped and make excuses for the rapist, so the dramas like that just validate the incorrect idea that the woman is the problem. Dramas that show excessive saas-bahu issues also do the same: people in pakistan already think most saas and bahus have bad relationships, and the dramas just confirm and validate this even though this should not be the common assumption.

It is very disappointing to learn that from couple of months any movie,documentary and drama etc which tries to highlight and address grave and serious issues of are society are constanly being considered as having "Objectionable" and "Immoral content" by PEMRA.Why PEMRA has adopted dual policy in implementing its own policies?.Why scenes depicting women and girls getting raped,women forced to live with their ex-husands even after getting divorced and couples having illicit relationships are not coming under so-called morality ban by PEMRA.Child abuse is a serious issue that needs to be addressed. People and specially children need to educate themselves about it so that they can protect themselves from child abuse.

That is the western non Islamic approach. It saddens me no end to see us so-called Muslims knowing nothing about how our religion would recommend us to solve these issues. Instead we mindlessly try to copy - and even exceed - any and whichever western approach - which relies on sensationalizing the things. You don't need dramas to solve these issues. You need education - proper Islamic education - given to kids at homes by their mothers and families - to prevent these things from every becoming a problem in the first place. Sometime not talking and not dramatizing is the best way to curb a problem; but then who would watch Hum TV.

@Nick what planet do you live on ofcause it happens it happens all the time regardless of where in society you come from i am aware of a young girl who was raped by her own father first at the age of 7 shes in her 30's now has 3 kids by him who are raised by her mother the kids think she is their sister hes in jail spending a very long time even her mother said she was abused by members of her family when she was young wake up yes it does happen.

@Jawad in the west it is in the open such crimes are punished in pakistan however they are ignored and the men get away with rape because the girls are to scared to report it as they know nothing will happen to othe person who comitted the crimes but their names will be dragged through the mud. In the west we are open about such things we have a really good police service and support for victims also any child or young adult is abused they can ring a free number called child line who help and support victims and the police are wonderful as well they have trained female officers who help the victims. in the east it it brushed under the carpet you people think if you dont talk about it, it never happened.

@Saman Wasae kids of all ages should be tought about abuse in schools in the west sex education is tought at schools from the age of 7, kids should know if an adult is interfering with them and who they can confide in if somehting like this happens to them, it happens its a sad part of our society that such people exist but they do abusers are in the family or outside you never know the best thing any parent can do if educate their kids to these dangers not bury their heads in the sand and pretend things like this do not happen.

I did not see this drama.but as u have mentioned that it is about child sexual abuse,, so as a child rights activist, I will watch this drama to enhance my understandings about this very issue..pemra itself is direction less.to raise questions on such topics is nothing but to ignore the agony of society.child sexual abuse is a reality and children are more vulnerable to their own family members..we should not associate it with so called moral values..pemra should review its decision.

So is it now two wrongs making one right? if at all PEMRA has started working let them, a street rhetoric is used a philosophy to criticize just a political dialogue, what you did in the past is similar to what you are criticizing now, so whether you were wrong then or now. If showing intent to rape or abuse could be justified in grab of teaching and awareness then all the reenactments of crime scenes will be justified and moreover a near rape will be justified in grab of awareness. So please dont say that you are explaining a crime so that no one commits to it, if a forensic audit of our society is carried out you will find that most of the target killers have based their operations on English thriller movies, so should we believe that Hollywood is instigating crime or curbing it by creating awareness?

@Sher Khan Not really. Crimes like child abuse and suppression of women are existing since long time even before media came in existence. The only difference between that era and 21st century is: in those days such matters were solved by family and concerned people without involvement of other people( who aren't part of family). Now we have a judicial system,and for justice,we have to file a complaint there. Unlike pre-media era,ruling bodies now provide statistics about crime rate. So naturally now we can see that problem do exist. And above all, now final verdicts are not just solution or settlement, we get justice (usually).

The big wigs of PEMRA should be offended when they read about these hideous realities in the daily newspapers. It is important to raise awareness that there are no monsters in the closet when it comes to abuse and rape. Very normal looking people are the culprits, usually people who are in the trust circle. Very rarely is the case of stranger danger. I commend the writer, director, and actors of this serial, not only did they tackle this 'Offensive' subject but they did it brilliantly. People should also know that it is OK to talk about these harsh realities.

Go and find some cases in your local police station especially where there are step fathers and some cases that i know of which you might be able to google, there were biological fathers involved. Evil has no race, relation and status, it could be anyone.

This is a very important subject to be tackled, sadly such things as domestic violence, child abuse, honor killings are true hard core facts of certain factions of our society. Its vitally important to bring taboo subjects as such, through media/TV as a means of educating people and recognizing that this is wrong and must be addressed. I find it difficult to understand why Pemra would raise a notice about a serious issue that is being tackled via media/ TV. Do they believe in burying their heads in the sand? Do they think this stigma will go away?

Such a superb drama, from acting, dialogues, directions and what not. Everything is up to the mark...ppl want to watch such dramas....glamour is no more cool...PEMRA ppl r just stupid guys..

Okay so showing half naked girls dancing with men is okay to be shown on tv but reality shouldnt be shown? People need more awareness on real world like child abuse, womens rights, domestic abuse! I think this is a really good show! Please show more of this and less of your half naked pakistani's on your tv, just remember Pakistan is a muslim country but i think you have forgotten this.
