Also special compensatory allowance equal to the difference of notional upgradation of BS-16 to BS-17 would be allowed to all provincial government employees in BS-16 in lieu of upgradation.

According to the notification, the upgradation would be applicable to both pay and allowance with freezing limits and conditions currently in vogue unless revised by the government.

Pay fixation on upgradation would be applicable with effect from July 1, 2015 or Dec 1, 2015 on the option to be given by the employees. It said that all provincial government employees who had been upgraded en bloc or individually in last five years starting from July 1, 2010 or granted special allowance/pay equal to 40 per cent or more of their normal pay shall not be entitled to instant upgradation.

It stated that all relevant departments shall amend their respective service rules to the same effect in the prescribed manner. However, this upgradation scheme would not be applicable to the employees of the autonomous bodies, semi-autonomous bodies and public sector companies.
