ISLAMABAD: Some members of the CDA Mazdoor Union on Wednesday manhandled an officer of the authority on the issue of regularisation of some daily wage workers.

The CDA officials say as the union elections are due some time after December 15,the union members have become active.

The union members and some officers of human resource department were sorting out the issue of 227 missing files when the incident took place.


Union leaders manhandle the civic body’s officer


First they traded hot words and then the union leaders manhandled deputy director general Human Resource (DDG-HR) Wishaq Ahmed Khan, accusing him of hindering the regularisation efforts.

However, the union leaders deny any controversy with the DDG HR, but lodged a complaint against another officer of the administration department accusing him of being biased.

“The officer in the administration department abused me,” said Chaudhry Yasin, general secretary CBA union.

“But I stopped the office-bearers from taking law into their hands and lodged a complaint against him with the CDA chairman,” he added.

He said the officer was supporting the DG administration Sohail Durrani in the inquiry against promotions during the tenure of the previous government.

The inquiry was ordered by the NIRC.

The DG Administration, Sohail Durrani, told Dawn that the personal files of some 227 employees who had been promoted unlawfully were missing even from their respective directorates.

The HR department of the CDA only maintains the files of the officers, while administration offices of respective directorates keep lower grade employees record.

While the matter was still under investigation the administration department estimates that up to 1,000 to 1,200 employees who have obtained promotions, but their files have been hidden to avoid the scrutiny.

Meanwhile, the unions accuse the administration department of being corrupt and deliberately changing the course of inquiry against the promotions.

On the other hand, the union is at odds with Mr Wishaq Khan as he had opposed the regularisation of around 1,500 contract employees, of whom some 1,300 belonged to the environment wing.

“We cannot get it done without following the procedures and that need scrutiny,” Mr Khan said.

Meanwhile, one of the members in CDA said the union was exerting pressure only because there are chances that elections could be announced in CDA this month.

Currently, two members in the CDA, Shahid Sohail and Mustfain Kazmi.

The member Estate and Administration Amer Ahmed Ali and the CDA chairman Maroof Afzal belonged to the OMG formerly DMG.

“we have our careers too – which is not ending now and nobody would like to carry the stigma of misconduct even after retirement,” one of the members said.
