LAHORE: The capital city police officer (CCPO) expressed on Tuesday his dissatisfaction over the working of police officers and their services to citizens at police stations.

CCPO retired Captain Amin Wains took up the issues like the working of patrolling police, picketing, police emergency response, public handling at police stations, poor arrests of proclaimed offenders and low police morale after the Model Town tragedy on June 17. The meeting was attended by officers and officials of both operation and investigation wings.

Insiders told Dawn the CCPO lambasted at officials deployed at picketing for harassing motorists by smelling their mouths and minting money from them instead of capturing robbers.

He also took notice of poor patrolling mechanism in the city and ordered repair of patrolling motorcycles and vehicles in a week.

The CCPO asked North Cantonment Investigation In Charge Muhammad Taimoor to explain why an investigation officer (IO) under him demanded Rs20,000 from a man to release his son in a sodomy case.

“I order the suspension of the IO and regular inquiry into the complaint,” Mr Wains was quoted as having said.

Similarly, the CCPO also ordered Harbanspura Station House Officer (SHO) Attique Dogar to tell why he did not listen to some women who were tortured by some people. “Had the women been heard properly by you, they wouldn’t have come to me for justice,” he added.

He warned SHOs and moharras of face aggressive action if they failed to attend complainants at police stations.

He would arrange a receptionist at each police station to monitor visitors, their complaints and attendance of officials.

Over delayed responses of Rescue 15 police, Mr Wains directed the operations police chief to re-organise the unit in a week. He said he would make random calls on emergency numbers to check field emergency response.

The CCPO also made it clear to investigation in charges, SDPOs, CIA DSPs, SPs investigation, and the CIA SP to arrest all members of a gang instead of arresting one or few gangsters.

The CCPO also reprimanded SSP Investigation Abur Rab Chaudhry for not updating the record of proclaimed offenders of anti-terrorism act as according to him the lists carried incomplete names and addresses.

“If the SSP is unable to revise lists of 7-ATA offenders, the DIG investigation must take the responsibility,” the CCPO was quoted as having said in the meeting.

He urged his force to come out of the shock of the Model Town incident, saying June 17 was black day in the history of Lahore police.

According to a handout, the CCPO said a newly-revised police intelligence network would work under a Triple One-One Man, One-Month and One-Information regime which meant each official from constable to the SP and a naib qasid to a clerk would inform about one offence or evil practice in a month and a board consisting of three SPs would prepare action plan after verifying facts.

He said a criminal book of POs being streamlined currently would have lists of POs and criminals of each police division for SHOs and beat in charges. He ordered the participants to present investigation reports of arrests of POs every week.

Mr Wains also directed beat in charges to constitute beat safety committees comprising notables and influential to get people’s cooperation in fighting crimes.
