PESHAWAR, July 23: The Khyber Pakhtunkhwa government will enact a package of legislation under the umbrella of ‘good governance framework’ to strengthen governance and end corruption.

A decision to this effect was made at a meeting here on Tuesday chaired by Khyber Pakhtunkhwa Chief Secretary Mohammad Shahzad Arbab.

Secretary establishment Sikandar Qayum, director general, anti-corruption, Syed Fayaz Ali Shah, World Bank representative in Pakistan and other relevant officials were in attendance, according to a handout issued here.

Prominent lawyer Baber Sattar was especially invited to guide on the legal position on the legislation to avoid the proposed laws being in conflict with the federal legislation.

The PTI-led government in Khyber Pakhtunkhwa has expressed commitment to enact an effective and stringent legislation against corruption.

However, there are two laws, the National Accountability Bureau and anti-corruption laws, which are federally enacted and under article 143 of the constitution wherever there arises any inconsistency between a federal and provincial legislation, the former has to prevail.

Therefore, it was decided at the meeting that any fresh legislation against corruption, improving transparency and revitalisation of the government organisations would have to be enacted keeping such constitutional provisions in view.

The participants discussed various aspects of the proposed anti-corruption act, its commission, establishment, prosecution, investigation and operation, autonomy and independence.
