Pakistan Cabinet discusses possible delay in elections ISLAMABAD, Pakistan, Nov 6 (AP) Pakistan's Cabinet on Tuesday discussed possibly delaying crucial parliamentary elections by up to three months after President Pervez Musharraf declared a state of emergency, a minister said. ''The issue of holding elections was discussed at length, and after attending the Cabinet meeting chaired by Prime Minister Shaukat Aziz, I feel that the elections may be delayed by two months,'' the minister told The Associated Press on condition of anonymity because of the sensitivity of the issue. ''There will not be a delay of elections for longer than three months.'' ''There is no final decision,'' he said. A government spokesman did not immediately respond to calls seeking comment about Tuesday's meeting. Former Prime Minister Benazir Bhutto said the government had already decided to delay the elections by at least a year. ''They have postponed the election for one or two years. But they have not announced it as such. I know this from the inside,'' she told AP. She did not provide details of the source of her information and challenged President Musharraf to prove her wrong by going on television to tell the country that the elections would go ahead as planned. New supreme court bench reverses anti-Musharraf ruling ISLAMABAD, Nov 6 (Reuters) - Judges picked by President Pervez Musharraf to replace a mostly hostile Supreme Court bench began reversing predecessors' decisions on Tuesday by striking down an order declaring the imposition of emergency rule illegal. The order was the last one given by chief justice Iftikhar Chaudhry and six other Supreme Court judges before they were dismissed on Saturday following the declaration of emergency rule and suspension of the constitution. “It would be deemed as if it had not taken place,” said a court official quoting newly-appointed Chief Justice Abdul Hamid Dogar, the head of an eight-member bench. Dogar said judges who issued the order had already lost their authority after failing to take a fresh oath of office following promulgation of provisional constitutional order (PCO). A priority for General Musharraf is a decision from the Supreme Court to strike down challenges against his re-election by parliament last month. The Supreme Court had already stopped him from declaring victory in the Oct. 6 election until it finished hearing the challenges. Most people believe the emergency was invoked to stop a possible decision against Musharraf by the court. Other cases before the Supreme Court that Musharraf will want squared away include a contempt case against the government over the deportation of Nawaz Sharif who was put on a plane to Saudi Arabia when he tried to come back from exile in September. The court was also hearing challenges to Musharraf's right to have granted another former prime minister, Benazir Bhutto, and other politicians, protection against prosecution in cases from the 1990s, prior to his coup in October, 1999, under the controversial National Reconciliation Ordinance. Phones cut in Islamabad as deposed chief justice addresses lawyers ISLAMABAD, Nov 6 (AFP) - Pakistani authorities cut mobile phones in the capital Islamabad on Tuesday as the country's sacked chief justice Iftikhar Mohammad Chaudhry addressed a meeting of lawyers by telephone, witnesses and officials said. Justice Chaudhry, who was ousted by President Pervez Musharraf on Saturday after the declaration of a state of emergency, urged lawyers to hold protests in a speech also broadcast on private television. After a few minutes the line that the judge was speaking over was cut and mobile phones in the capital went dead, AFP correspondents and witnesses said. “I want lawyers to spread my message: the time for sacrifice has come and to stand up for the constitution,” he said in his speech. The sound of cheering could be heard in the background. “Tell people about this illegal and unconstitutional emergency.” “The ruling junta was afraid that the court would rule against them but people are aware that the Supreme Court has always held the constitution above all else and provided justice to the people,” justice Chaudhry added. A telecommunications official said the shutdown was temporary. “The government has closed the mobile service in some sectors (of Islamabad) and they have said it was just a temporary measure,” the official said on condition of anonymity. Six Afghan MPs among 100 dead, wounded in suicide blast KABUL, Nov 6 (AFP) A suicide attack inside a sugar factory near the town of Pul-i-Khumri in Baghlan province killed around 100 people, with six members of the national parliament among the dead, presidential spokesman Homayun Hamidzada told AFP. The bomber blew himself up in the factory in the northern province of Baghlan as a parliamentary economics committee was visiting, he said. There were about 18 MPs in the delegation that visited the factory, said a lawmaker Daud Sultanzai in Kabul. His information was that five MPs were dead and at least three wounded. Bodyguards and other members of the delegation were also killed, he said. The dead included Mustafa Kazimi, the head of parliament's economics committee and a former government commerce minister, she said. Pakistan's Imran Khan in hiding, vows to fight back LONDON, Nov 6 (Reuters) - Pakistan opposition politician Imran Khan, who escaped from police over the weekend during a state of emergency, vowed on Tuesday to oppose President Pervez Musharraf from hiding. In a message passed to Reuters by his ex-wife Jemima, the former cricket star said he believed the United States had given its tacit approval to Musharraf to launch a state of emergency last week that has seen a crackdown on political opponents, lawyers and judges. “The police have ransacked my house and ill treated my family members,” Imran said in the message. “I believe that the Americans are complicit or at the very least knew about this before it took place. They are backing Musharraf as he could never get his way if they were serious about stopping him,” he said. Musharraf's government discusses timeline for Pakistan elections amid fresh unrest ISLAMABAD, Pakistan, Nov 6 (AP) - Stone-throwing lawyers again clashed with baton-wielding police as President Gen. Pervez Musharraf's government considered Tuesday when to hold elections amid growing international pressure to end emergency rule and restore democracy in Pakistan. Unrest broke out in the central city of Multan, when hundreds of police blocked about 1,000 lawyers from leaving a district court complex to stage a street rally. Both sides pelted each other with stones and police swung batons to disperse the crowd. An Associated Press reporter saw at least three lawyers were wounded, two bleeding from the head. EU urges Musharraf to give up army role, hold poll BRUSSELS, Nov 6, (REUTERS) - The European Union on Tuesday urged President Pervez Musharraf who has imposed emergency rule in Pakistan to stick to a pledge to step down as army chief this month, restore civil liberties, and hold elections in January. Benazir Bhutto says no plans for Musharraf talks ISLAMABAD, Nov 6 (AFP) Former premier Benazir Bhutto arrived in Islamabad Tuesday for talks with political leaders on the state of emergency, but said she had no plans to meet President Pervez Musharraf. “I am going to hold discussions with the leadership of other parties on the current situation and chalk out a joint strategy with them,” she told reporters as she left Karachi airport. She said a meeting with Musharraf was “not in her schedule during her stay in Islamabad.” On arrival at Islamabad airport, Benazir waved to supporters through the open-top of a four-by-four vehicle. She was then whisked to her home in the city amid tight security. Benazir’s personal secretary, Naheed Khan, said MPs from Benazir’s Pakistan People's Party would boycott parliament Wednesday to protest the state of emergency. They will also hold a protest outside the national assembly building, Khan told reporters outside Benazir’s Islamabad house. Musharraf chairs meeting on security situation Rawalpindi, Nov 06 (PPI)- A high-level meeting chaired by President General Pervez Musharraf Tuesday reviewed the overall security situation following imposition of emergency in the country and expressed satisfaction over the measures taken to stabilize the situation. Mad' deer kills Pakistani caretakers on Greek farm ATHENS, Nov 6 (APP/AFP)- A male red deer in a farm in central Greece killed its two Pakistani caretakers when they ventured into the pen it shared with two females, Greek media said on Tuesday. The deer fatally gored one of the men during feeding time last Wednesday, and also killed the second caretaker when he went looking for his missing colleague two days later, the reports said. “The deer may have gone mad,” said Aristeidis Lambrou, owner of the farm outside the town of Platea, who found the Pakistanis' bodies on Saturday. Militants seize town in northwest Pakistan PESHAWAR, Pakistan, Nov 6 (AFP) Militants seized the town of Madyan in the scenic Swat valley in northwest Pakistan Tuesday and hoisted their flags over buildings after security forces surrendered, police and residents said. Madyan was the third to come under the effective control of followers of cleric Maulana Fazlullah. “They seized Madyan town today, they have already overrun Matta and Khawazakhela towns” in their earlier push, a police official told AFP on condition of anonymity. “The militants are continuing their advance,” the police official said. Residents said the militants were in complete control of Madyan and were patrolling the town. At least 37 police and paramilitary soldiers left the main police station after militants surrounded the town and assured them that they would not be harmed, residents said. Sheikh Rashid says India refuses visa ISLAMABAD, Nov 6 (AFP) Pakistan Railways Minister Sheikh Rashid Ahmed said Tuesday that India had refused to issue him a visa for an official trip, although the Indian High Commission in Islamabad had granted visas to other officials. “I will take up the matter with Prime Minister Shaukat Aziz,” he told AFP, adding that the Indian High Commission had given no reason for the refusal. The Indian High Commission was not immediately available for comment. Sheikh Rashid said he wanted to travel to New Delhi with officials from the Pakistan Cricket Board. Moderate earthquake felt in Islamabad PESHAWAR, Nov 6 (APP): An earthquake of moderate intensity was recorded Tuesday morning by the Seismological Network of Pakistan. The earthquake originated at 0716 hours and its epicentre was 490 kilometres north of Peshawar in Tajikistan. Record 667 killed in Pakistan attacks this year: ministry ISLAMABAD, Nov 6 (AFP) - Pakistan's interior ministry said Tuesday that a record 667 people have been killed and 2,000 injured in “terrorist” attacks, including an unprecedented 43 suicide bombings, during 2007. “This was the worst year in terms of attacks by terrorists against civilian as well as law enforcement officials,” Interior Ministry spokesman Brigadier Javed Cheema told AFP. Officials said that of this year's 43 suicide attacks, the majority were in “mainland” Pakistan outside the troubled tribal areas. The country suffered a total of 157 militant attacks. The worst of those was a twin suicide bombing at the homecoming parade of former prime minister Benazir Bhutto on October 18, killing 139 people and injuring more than 300. The majority of the casualties have happened since July, when government forces raided the Al-Qaeda-linked Lal Masjid in Islamabad. 32 lawyers arrested in Sialkot SIALKOT, Pakistan, Nov 06-(PPI): Police in the city of SialkotTuesday arrested 32 lawyers after registering cases against them for protesting and taking out rallies against imposition of emergency. According to the official sources, police registered a case against 100 local lawyers and arrested nine of them in Sialkot. In Daska, the police registered a case against 76 lawyers and arrested 16 of them for staging a rally and attacking the police during a protest demonstration on Monday. Pakistan arrests over 100 lawyers ISLAMABAD, Nov 6 (AFP) - Pakistan's government pursued its crackdown on pro-democracy activists Tuesday as police rounded up more than 100 people protesting emergency rule by President Pervez Musharraf, officials said. Around 50 lawyers were arrested in the city of Lahore as they tried to assemble on the premises of the provincial high court, a senior officer said. Lawyer Arif Saeed told AFP that police had taken over the bar room at the Lahore high court bar association and anyone entering the premises was being whisked away. At least 45 would-be African illegal migrants dead NOUAKCHOTT, Nov 6 (AFP) At least 45 would-be illegal African migrants to Europe died of cold and thirst after their boat ran aground in the Atlantic Ocean, a Mauritanian security official said on Tuesday. 50 killed, injured in Afghan suicide bombing KABUL, Nov 6 (AFP) More than 50 people, including some members of the national parliament, were killed or wounded in a suicide blast in a sugar factory in northern Afghanistan Tuesday, the interior ministry said. “More than 50 people have been killed and injured,” ministry spokesman Zemarai Bashary told AFP. Ten killed, 27 wounded in Thai south NARATHIWAT, Thailand, Nov 6 (AFP) - The unrest in Thailand's insurgency-hit Muslim-majority south showed no signs of abating Tuesday, with 10 people killed in a series of attacks and 27 wounded in a market bombing. The explosion struck a fresh food market in Yala province as it was filling with shoppers on Tuesday evening. Commonwealth caucus to meet on Pakistan position KUALA LUMPUR, Nov 6 (Reuters): Commonwealth ministers will meet in London on November 12 to decide on Pakistan's position in the grouping following President Musharraf's imposition of emergency rule, Malaysia said Tuesday. Taliban capture another Afghan district GHAZNI, Afghanistan, Nov 6 (AFP): The Taliban captured a remote district in central Afghanistan overnight, a provincial governor said Tuesday, making it the third district to be overrun by the rebels in just over a week. Local security forces fled into the mountains late Monday after dozens of militants stormed Kijran district, provincial governor Sultan Uruzgani said. India hopes democracy will be restored in Pakistan NEW DELHI, Nov 6 (AFP) - India said on Tuesday it hoped for a restoration of democracy in Pakistan and for people to be able to elect a government of their choice. US spends billions on Pakistan for schools, economic growth, counter-terror reimbursements WASHINGTON, Nov 6 (AP) - U.S. assistance and other payments to Pakistan have totalled $9.6 billion in the six budget years since the Sept. 11, 2001 attacks on the United States, according to the State Department. The largest payout each year is for Pakistan's help in the global war on terrorism. The reimbursements amount to some $80 million a month, said Defence Department spokesman Bryan Whitman _ or nearly $1 billion a year. On top of those payments, the U.S. also gives Pakistan direct aid for humanitarian programs, economic development, military needs and so on _ well over $700 million in each of the last two years. Pakistan receives military equipment under the assistance programs, as well as by buying some, such as the 36 F-16 aircraft it is purchasing for up to $3 billion . Following is a sampling of how the State Department proposes to spend $785 million on Pakistan in fiscal year 2008: _$342 million for efforts to counter extremists, narcotics trafficking, weapons proliferation and other security issues.-- _$249 million for economic growth. That includes developing infrastructure for transport, power, irrigation and vocational training. _$50 million in humanitarian assistance, including to rebuild hospitals and schools damaged or destroyed in the 2005 earthquake--_$103 million for health, education and water and sanitation. That includes scholarship programs to help the disadvantaged get advanced educational degrees in agriculture and business as well as programs against HIV/AIDS and tuberculosis, for mother and child care and to promote family planning.--_Nearly $42 million (euro29 million) for governance and democracy programs. Mexico landslide devastates remote village ; 16 feared dead VILLAHERMOSA, Mexico, Nov 6 (AP) - A massive wave of mud and water swept through a southern Mexican village Monday, leaving up to 16 people missing and feared dead after heavy rainfalls caused a hillside to collapse into a river, officials said. Television footage suggested the wave had swept the entire river valley, and helicopters searched the surrounding hills to rescue residents who fled to higher ground. Bus crashes into ravine in Portugal, killing 13 LISBON, Nov 5 (Reuters) - A bus and a car collided on a motorway and crashed into a ravine in central Portugal on Monday, killing 13 people, emergency services said. Japan urges Pakistan to restore democracy TOKYO, Nov 6 (AFP) - Japan on Tuesday warned Pakistan not to abandon the path to full democracy following the imposition of a state of emergency, but said it had no immediate plans to suspend aid. “Pakistan is in a process of growing as a democratic nation, and we must be concerned if (the current situation) sets the process back,” said Chief Cabinet Secretary Nobutaka Machimura. “As for international assistance, we have no immediate plan to do anything, but we will have to decide the government's stance by monitoring developments.
