PESHAWAR, Sept 1: Chief Justice Tariq Pervez Khan of the Peshawar High Court said on Saturday the legislature, the executive and the judiciary were supposed to perform their functions in their specific spheres, but poor performance of the first two had forced the judiciary to go for activism.

He was addressing the passing-out ceremony of the first mid-career management course organised by the National Institute of Management (Nim), formerly known as Nipa.

Justice Tariq Pervez said a strong judiciary could bring political stability by restoring the common man’s faith in the system.

“Judicial activism is being used to provide relief to the common man by prioritising public interest litigation and taking suo moto actions. The judiciary must have complete independence and enough resources to ensure rule of law.”

Justice Tariq Pervez, while commenting on the significance of mid-career training, said training demanded extra motivation as the object of such an exercise was to raise the level of professional excellence.

While pointing out key characteristics of competent civil servants, Justice Tariq Pervez said that they should have the urge to persistently improve, always be willing to accept responsibility, never blame others for their mistakes, absorb negative feedback from seniors with a positive attitude, muster internal strength to work with complete focus and dedication, give freedom to subordinates to reach their potential and make sincere attempts to improve slow learners.

The PHC chief justice praised the efforts of the director-general, NIM, Peshawar in refurbishing the infrastructure and learning environment of the institute.

Director-General of NIM Maj-Gen (retd) Akbar Saeed Awan highlighted various aspects of the training course. He said that through sophisticated and modern training practices reliance on old methods had been reduced.
