Suicide attacks in north and south Pakistan kill 36 people, 54 wounded KARACHI, Pakistan, July 19 (AP) - Suicide bombers hit a convoy of Chinese workers in southern Pakistan and a police academy in the north, killing 36 people and injuring more than 54 as violence swept further across the country. The convoy was passing through the main bazaar in Hub, a town in Baluchistan province, some 30 km northwest of the port city of Karachi, when a moving car blew up next to a police vehicle, officials said. Hub police chief Ghulam Mohammed Thaib said 29 people were killed, including seven police. About 30 other people were wounded, some critically. Maj. Gen. Saleem Nawaz, a commander of Pakistan's paramilitary Frontier Constabulary, said it was fortunate the Chinese workers weren't hurt by the car bomb. “It was laden with very heavy explosives, but due to our spacing and our security measures, Allah has been very kind,” he said. The police “sacrificed their lives and the Chinese friends were absolutely safe,” General Nawaz told Dawn News television. Some officials suggested the bomb was remote-controlled, but Thaib and Nawaz, whose men were also guarding the minibus carrying some 10 Chinese technicians and engineers, said it was a suicide attack. Television pictures showed how the blast ripped off the front of several roadside shops. Several damaged cars and buses lay rammed into one another among a tangle of bricks and clothing. The Chinese targeted Thursday worked at a lead extraction plant in Dudhar in Baluchistan and were temporarily leaving the area for Karachi because of security concerns, police said. In the northwest, a suicide car bomber detonated his explosives when guards prevented him from entering the parade ground of the police academy in Hangu, 70 kilometers southwest of Peshawar. The bomber killed six bystanders and one policeman, and another 24 people were injured, academy chief Attaullah Wazir said. The attacker also died when the car was torn apart by the explosion. SC to wind up hearing on CJ Iftikhar’s petition on Friday ISLAMABAD, July 19 (APP)- After 43-day proceedings, the 13-member full court of the Supreme Court is due to conclude hearing on chief justice Iftikhar Mohammad Chaudhry's petition on Friday. On Thursday, Ch. Aitzaz Ahsan, the petitioner's counsel, using his right of reply, said the reference was filed in “unholy haste” and even without application of mind to formation of opinion. He had not finished his arguments when the court adjourned the hearing till 9.30 a.m. on Friday. At the outset, the court posed a number of questions related to applicability of Article 209. Aitzaz Ahsan was asked by the bench to come up with replies to the questions during the course of his submissions. Justice Chaudhry Ijaz Ahmed asked the counsel what would be the consequences if his viewpoint that Article 209 was not applicable to chief justice was accepted, as in that case there would be no forum for accountability of the CJP. Justice Ramday, referring to Aitzaz Ahsan's argument that SJC composition could not be completed without chief justice, said it would mean that if chief justice was absent or could not sit in SJC for some other reason then there would be no forum to hold chief justice to account. The bench observed that in its judgement it would take into account all aspects, also keeping in mind that the verdict would be important for future generations. Justice Ramday said: “We, including you (Aitzaz Ahan), all agree that chief justice is accountable. If there would be no forum (for CJ accountability) it would mean that he is not accountable.” Aitzaz Ahsan, in his arguments, contended that the president cannot pass any order for removal of a judge without receiving an adverse report from the SJC against the judge. He also said that when SJC has no powers to pass final order then it has no jurisdiction to pass an interim order to restrain a judge from performing judicial functions. In reply to a query from Justice Mohammad Nawaz Abbasi, the counsel said there is no difference between chief justice and a judge as far as judicial powers are concerned. The counsel claimed that the appointment of acting chief justice on March 9 was contrary to the provisions of the Constitution. He also said that Presidential Order 27 of 1970 under which CJ IFtikhar was sent on forced leave was redundant and therefore the action under it was is ultra-vires of the Constitution. Barrister Zafarullah Khan, counsel of petitioner Watan Party, requested the bench to allow him time to speak on the identical petition, but the court disagreed and asked him to submit his arguments in writing if he so desired. US troop levels in Iraq unsustainable after mid-2008: Powell WASHINGTON, July 19 (AFP) Former US secretary of state and top US general Colin Powell said Wednesday that the current level of US troops in Iraq cannot be maintained beyond mid-2008. Powell also called on Washington to find a way to talk with the Palestinian group Hamas. “This is a tremendous burden on our troops and on our families,” Powell said of the ongoing troop presence in Iraq, in an interview with National Public Radio. He said the US Army and Marine Corps were stretched to their limit in Iraq since they had not been increased in size despite the greater responsibilities demanded of them. “It is not sustainable for our troops just to stay over there for an indefinite period at 180,000 person-strength unless there is improvement in the conditions that generate what I consider to be a civil war,” Powell said. He also urged the administration of Bush to stop shunning Hamas as a political player in the Middle East. “I think you'd have to find some way to talk to Hamas ... they are not going to go away,” adding that Hamas has considerable support from the Palestinian people.
