More than 800,000 stricken in wake of Pakistan flooding TURBAT, Pakistan, June 28 (AP) - Helicopters were air-dropping urgent relief aid Thursday to some of the more than 800,000 people battered by monsoon-spawned flooding in coastal areas of Pakistan, officials said. Many of the stricken were living in higher open areas or atop the roofs of buildings to escape the floodwaters that inundated large areas of Balochistan province in the wake of Cyclone Yemyin. The army took over the relief operations, using 14 helicopters and C130 transport planes to reach areas in most need of help. In one of the hardest hit areas, the city of Turbat and surrounding villages, the first relief supplies only began arriving some 48 hours after the cyclone hit, sparking the mayor to hand in his resignation and angry residents to protest. From a helicopter, an Associated Press reporter saw only the tops of palm trees protruding from under vast sheets of water in some areas. In others, people and cattle were stranded on rooftops, without water or food and sweltering in 43 degree Centigrade (109 degrees Fahrenheit) heat. “We need tents, food, and medicine. All the resources we had are already exhausted. The response from the provincial government has been poor. In protest, I have handed in my resignation,” said Abdul Rauf Riand, mayor of the city of some 150,000 people. He estimated that about 100,000 in the urban area and surrounding villages had been stranded. Hafiz Tahir, a district officer, said casualties could go beyond 100 but it would be impossible to determine the death toll until the waters receded. One 20-year-old woman, marooned alone in her house for two days, was washed away Thursday and confirmed dead, and Tahir said there was no trace of a wedding party of 50 people, mostly women and children, who were on their way to Turbat when the flooding began. The army said it had evacuated more than 600 families in the water-ringed city. These included 36 from the rooftop of a mosque who were lifted by harnesses into two hovering helicopters. In a separate rescue operation, 35 Chinese workers at the seaport of Gwadar were ferried to higher ground, said Navy Rear Admiral Mahmood Khan. A number of Chinese have constructed facilities at the port. Navy warships and helicopters have rescued at least 125 crewmen from floundering craft, the navy and Maritime Security Agency said. A statement from the army said troops were repairing washed out stretches of the vital coastal highway as well as railway tracks. (First Posted @ 10:52 PST Updated @ 18:04 PST) Govt suggests SC to hear presidential reference ISLAMABAD, June 28 (PPI) - The lawyers representing the federal government against the constitutional petition of Chief Justice of Pakistan, Justice Iftikhar Mohammad Chaudhry, on Thursday suggested before the 13-member full court of the Supreme Court to either re-constitute the Supreme Judicial Council or hear the presidential reference against the Chief Justice. Representing the government, Malik Mohammad Qayyum told the full court headed by justice Khalilur Rehman Ramday that he has been directed by the higher authorities to apprise the court to decided the reference by its own after the objections raised by the Chief Justice against the Supreme Judicial Council. Justice Faqir Mohammad Khokar, a member of the full court, however said that the government lawyers would have to give this suggestion to the petitioner (CJ) instead of the full court. He also made it clear that even if the petitioner (CJ) accepts the suggestion made by the government, the court would have to examine whether it has the jurisdiction to decide the presidential reference or not. Justice Khokar said the court would have to examine how it could be a substitute of the Supreme Judicial Council. Meanwhile, Malik Qayyum said the legal counsels of the Chief Justice have submitted that the SJC has no power to hear the reference. He questioned that in these circumstances the government would go where. Malik Qayyum said when the petitioner has objection on the formation of the SJC, then whole of the members of the SJC should be changed. Justice Khokar said the petitioner has objection only on three judges. However Malik Qayyum said the CJ's lawyers have objections on all those judges who could be beneficiary if the CJ is not restored. During the course of hearing the court made it clear that it has not passed any order that the affidavits filed by the government were not being considered. Later the court adjourned the hearing till Monday. (First Posted @ 17:30 PST Updated @ 21:38 PST) India, Pakistan agree on Iran gas pipeline tariff norms NEW DELHI, June 28 (AP) - India and Pakistan have agreed on principles for calculating the transportation tariffs for natural gas to be supplied through a proposed pipeline from Iran, Mukhtar Ahmed, energy adviser to the prime minister of Pakistan, told reporters on Thursday. “We haven't agreed upon a formula but we have agreed on the principles under which the transportation tariff will be computed,” Mukhtar said. Officials from India, Iran and Pakistan are meeting in New Delhi to discuss the proposed US$7 billion (euro5.2 billion) gas pipeline project. The pipeline would run 2,600 kilometers and carry 150 million cubic meters (5.2 billion cubic feet) of gas a day. “We have made a proposal to India (on transit fees). India has submitted another proposal. We haven't yet reached an agreement, but we don't expect this will be a roadblock,” Ahmed said. (Posted @ 19:10 PST) Pakistan to launch world's biggest anti-measles drive ISLAMABAD, June 28 (AFP) - Pakistani authorities and United Nations agencies said Thursday they will immunise 63 million children against measles in the biggest such campaign in history. The virulent disease is one of the deadliest threats to young people in Pakistan, claiming the lives of 58 children a day, but vaccination coverage here is currently only 69 percent. “It is the largest immunization campaign in the world. I think it will show a lot of results,” health minister Nasir Khan told a news conference in Islamabad. The campaign targeting all children aged up to 13 years is due to start on Monday in Balochistan province. It will cover the whole country by March 2008, officials said. It involves the Pakistani government, UNICEF) and the WHO. Volunteers will travel to schools and seminaries to give children the measles jabs, while government-run clinics will be also be used as vaccination centres. Medics will make special plans to reach isolated mountain and desert communities. “This is the largest campaign in the history of Pakistan and probably the largest globally. It is very different from the routine measles injection campaigns,” UNICEF programme communication officer Melissa Corkum told AFP. Armed forces repair 60m of damaged railway track RAWALPINDI, June 28 (PPI)- Pakistan armed forces have repaired the 60 meter rain-damaged railway track on Sibbi-Quetta section and traffic has been restored since Thursday morning. Troops of Frontier Corps provided relief to the stranded passengers of four trains viz the Bolan Express (down), Jaffar Express (up), Chilten Express (down) and Baloch Express (down) which were stuck up between Mach and Sibbi. The troops provided security and also distributed food, medicines and clothing. Seven helicopters have already left Quetta to carryout rescue operations in Turbat and Sibbi, whereas four more waiting at Multan and Sukkur are being flown immediately to carryout rescue operations as soon as weather permits. (Posted @ 18:46 PST) PN rescue operation continues, dozens shifted to safer places KARACHI, 28 (PPI): Pakistan Navy continued its rescue operation in open sea and along the coastal-belt of Balochistan for the third consecutive day on Thursday, and had already air-lifted another 94 stranded people when last reports came in, a Press release said. PN Atlantic airplane located two persons in the open sea --a Mexican national Natonio and an Indian national Pertab Singh. PNS Tariq rescued them. They were boarding a merchant ship DLB 600, which had sunk. Both had been battling for life for overt 72 hours. Meanwhile, large-scale relief activities were carried out in Turbat and adjacent areas, in which a Sea King and two Elevate helicopters took part. 92 rain-hit people, including those taking shelter atop a mosque in village Civil Band, were airlifted and shifted to safer places. PN Fokker has shifted the divers, commandos and marines alongwith necessary rescue and survival equipment and medicines to Turbat airport. They were busy in relief activities in Turbat, Pasni and surrounding areas. A crises management cell has been set up in Pasni by the Pakistan Navy, and it could be contacted on telephone number 0321-2444119. (Posted @ 18:28 PST) PAF continues rescue, relief work in Balochistan on Thursday KARACHI June 28 (APP): The relief operations by Pakistan Air Force continued for the second day Thursday in the rain and storm affected areas of Pasni, Turbat and Ormara of Baluchistan. Three C-130 aircraft carrying relief goods and medicines flew from PAF Base, Faisal, Karachi to Pasni, Turbat and Ormara and one MI-171 Helicopter from PAF Base, Masroor on Thursday. In addition two C-130 aircraft from PAF Base, Chaklala with relief goods reached Turbat to provide food, tents and medicines. A PAF camp has been established at Pasni where a field Hospital is already working. Deteriorating weather hampered aid efforts. However, the rescue and relief operation continued. SSGC sources said repair work could not start Thursday as the pipeline is still inaccessible due to the continuing high water level in the river. (Posted @ 21:26 PST) Another monsoon system likely to enter Sindh, Balochistan in next 3-4 days KARACHI, June 28 (PPI): Pakistan Meteorological Department Thursday said the well marked low pressure area over Bay of Bengal has concentrated into a Depression (Strong Monsoon System) and is likely to intensify and move in a West-Northwesterly direction. After reaching central India, the system would weaken to a low pressure area. Later, this low pressure area may reach Sindh in next 3-4 days. This system has the potential to cause widerspread rains and strong gusty winds in Sindh and adjoining areas of Balochistan after 2-3 days. Widerspread rains and at times heavy downpour accompanied with gusty winds are also expected in Punjab, Kashmir/earthquake affected areas including adjoining areas of NWFP during next 48 hours. Scaterred rain and windy weather is also likely in Sindh and Balochistan during the next 36 hours, it added. Three suspected militants and one local woman were shot dead near an infantry base in the northern district of Kupwara, a police spokesman said, adding that an Indian soldier was killed in another clash in the same area. Four more militants and an Indian army soldier were also killed in a clash in an area near the LoC. Separately, a rebel roadside bomb killed two soldiers in the north, the military said. The military is attempting to capture Thoppigala, a mountainous area which the rebels have hung on to for the past 14 years. Soldiers have driven the rebels from most of their strongholds in the east, and Thoppigala remains their final hold. Earlier Thursday, air force planes pounded a Tamil Tiger military base in the rebel stronghold of Mullaitivu in the north, a spokesman said. Under the deal, Attorney-General Menachem Mazuz retreated from his stated intention to charge Katsav with rape but said the president, whose term expires next month, would resign and that “shame will accompany him forever”. Over 40 killed, dozens injured across Baghdad; 20 bodies found Baghdad, June 28 (Reuters) - More than 40 persons were killed and dozens injured across Baghdad in acts of violence and bomb blasts while police found 20 bodies with signs of torture on Thursday: A car bomb killed 25 people and wounded 40 at an intersection in southern Baghdad where minibuses pick up and drop off passengers, while another car bomb killed at least five people and wounded 11 others as it targeted a long queue of cars waiting for petrol in western Baghdad's Mansour district, police said. 16 cars were burnt in the blast. A mortar attack killed two people and wounded another in the eastern New Baghdad district, while four people were wounded by a roadside bomb in a busy market in northern Baghdad's Shaab district. Two people were also killed and 14 others wounded by a mortar attack in the commercial area of Shorja in central Baghdad, police said. Meanwhile, Iraqi police found the bodies of 20 beheaded men dumped on the banks of the river Tigris in the town of Salman Pak, just south of Baghdad, police said. Separately, the U.S. military said it had killed at least 60 al Qaeda operatives in Operation Arrowhead Ripper, an offensive in and around the city of Baquba in Diyala province that began 10 days ago. The military said 74 al Qaeda militants were detained and 31 weapons caches discovered. The trooper and three others were wounded when their vehicle hit a landmine planted by suspected tribal rebels in Dera Bugti district late Wednesday, a paramilitary forces spokesman said. The three were killed at Datta Khel village in the troubled North Waziristan district late Wednesday “while planting an improvised explosive device”, a security official told AFP. Also Thursday, police found the bodies of two young men, aged 18 and 20, dumped under a bridge in Yala province. Both of them had multiple gunshot wounds to the head and body, police said. By a vote of 272-155, the House approved an environmental funding bill for the fiscal year starting October 1 that would increase federal investments in basic research on climate change and establish a new commission to review scientific questions that need to be addressed. The White House has threatened a veto of the $27.6 billion bill because its overall spending would exceed President George W.
