SJC constitutionally competent to hear Reference against CJP: Federation counsel ISLAMABAD, June 8 (APP) The Supreme Judicial Council (SJC) is constitutionally competent to hear the Reference against Justice Iftikhar Mohammad Chaudhry filed by the Referring Authority on the advice of the Prime Minister under Article 209 of the Constitution, the counsel of the Federation said Friday. The counsel, Malik Mohammad Qayyum, stated this while concluding his arguments before the 13-judge bench of the Supreme Court in his right of reply on the question of maintainability of petitions filed by Justice Iftikhar Mohammad Chaudhry and others challenging the SJC composition and powers. The full court headed by Justice Khalil-ur-Rehman Ramday adjourned the hearing till Monday. Before the normal break in the proceedings Friday, Justice Ramday told Malik Mohammad Qayyum that if he had any further arguments he should submit these in writing. The bench asked the counsels of both sides present in the courtroom to wait for some time and that the judges would return to resume the proceedings. But a court assistant afterwards informed the counsels that the bench had decided to resume Monday. The remaining counsels of the Federation who did not get an opportunity to argue so far would be given time Monday to speak on the question of maintainability, the official informed the counsels. A number of counsels who are appearing before the full court on behalf of the Federation in various petitions have requested for time to present their arguments. During the proceedings Friday, Malik Qayyum said that the SJC has the status of a tribunal and it is competent to hear the Reference. Citing a judgment of the Supreme Court and quoting name of the author of the judgment, Justice S.S.Jan, Malik Qayyum said, “The Supreme Court is highest Tribunal according to that judgment.” Replying to questions raised by the full court, Malik Qayyum said there was no harm if some judges facing objections withdrew on their own from the SJC as other judges were available to sit in the council. He said the SJC comprising three senior most judges of the Supreme Court and two senior most Chief Justices of the High Courts is a tribunal having powers to hear reference against a judge. US hopes Pakistan will not move to emergency rule WASHINGTON, June 8 (Reuters) - Imposition of emergency rule would be a step backward for Pakistan and the United States hopes President Pervez Musharraf doesn't take such action, a senior U.S. official said on Thursday. The official told Reuters the Bush administration was not aware of any plans by Musharraf to declare emergency rule but acknowledged fears among Pakistanis that this could happen. “If he did that, it would be a significant step backward and ... of course we would not want it to happen,” said the official, who spoke on condition of anonymity because of the sensitivity of the matter. The United States is following the political turmoil in Pakistan intently but “I don't see anything right now that causes me great alarm” in terms of Musharraf possibly being overthrown, the U.S. official added. Aiming to control the widening protests, the Pakistani government detained hundreds of opposition activists and a clamped-down on the broadcast media. The U.S. official said the administration opposed the media crackdown, saying such tactics were “always counterproductive”. The U.S. official noted that Musharraf had said he would do nothing to circumvent the Pakistani constitution, but he declined to say whether Washington had specifically asked the Pakistani leader to reaffirm his promise to surrender the army post. “We're always stressing the need to move ahead on the democratic transition” from military to civilian rule, the official said. The administration has sought congressional approval to spend $31 million this year on democracy promotion in Pakistan, including election monitors. U.S. Assistant Secretary of State Richard Boucher is due to visit Pakistan next week and Pakistan's foreign minister, Khursheed Mehmood Kasuri, will be in Washington for talks June 18-20. National Budget for FY-2007-08 to be presented Saturday ISLAMABAD, June 8 (APP) The National budget for the fiscal year 2007-08 envisaging relief measures for the masses and conceiving new steps for accelerating pace of economic development and growth in the country will be presented in the National Assembly Tomorrow (Saturday) at 5 P.M. Minister of State for Finance Omar Ayub Khan will present the budget at the floor of lower house and his speech will be telecast live over the Radio and Television from the Parliament House. The consolidated outlay of the next year budget is likely to be around Rs. 2 trillion. The budget this financial year (2007-08) will be on infrastructure, human capital and social sector development, poverty reduction, promotion of investments and exports, agriculture sector development and provision of relief to the common man. Pakistan calls for steps to realize Palestinian state, with Al-Quds as capital UNITED NATIONS, June 8 (APP) - Reaffirming its solidarity with the oppressed Palestinians, Pakistan on Thursday called for the implementation of relevant UN Security Council resolutions to pave the way for a sovereign state of Palestine, with Al-Quds al Sharif as its capital. “Peace in the Middle East can only be attained by an Israeli withdrawal from all Arab Lands, including the Occupied Palestinian Territories and East Jerusalem, as well as the occupied Syrian Golan, and the realization of two states living side by side in peace,” Amabassador Munir Akram said while speaking as chairman of the Organization of the Islamic Conference (OIC) group at a special meeting marking the 40 years of Israeli occupation of Palestinian lands, including Jerusalem, following the 1967 Arab-Israel war. “Without a just settlement of East Jerusalem, which must be the capital of an independent and sovereign Palestinian State, there can be no durable peace in the Middle East,” the Pakistan ambassador added. Pakistan records 7.0 percent growth ISLAMABAD, June 8 (AFP) Pakistan recorded robust growth of 7.0 percent during its fiscal year ending June 30, the government said Friday. The figure for the Islamic republic of 160 million people was up from the 6.6 growth recorded last year, according to an official economic survey released a day before the national budget. The proportion of people living in poverty fell from one-third to less than one quarter while per capita income rose to 925 dollars from 847 dollars in 2005-6, the report said. “The growth rate this year has been 7.0 percent and this is a strong growth performance,” Salman Shah, finance advisor to Prime Minister Shaukat Aziz, told reporters as he unveiled the report. The survey said inflation stood at 7.9 percent for the first 10 months of the fiscal year, down from last year's figure of 8.0 percent but still above the target for this year of 6.5 percent. “It is essential for us to bring it down to 6.5 percent next year and 5.0 percent in the next few years,” Shah said. He exports during the first 10 months of the fiscal year were up 3.4 percent, rising from 13.4 billion dollars to 13.9 billion dollars against the same period last year. Pakistan's imports grew by 8.9 percent to 24.9 billion. The country's foreign exchange reserves stood at 13.7 billion, compared with 13.1 billion at the same time last year, it said. NA rejects opposition's motion on press freedom, PEMRA Ordinance ISLAMABAD, June 8 (APP) The National Assembly Friday rejected the opposition parties adjournment motions about media censors, PEMRA Ordinance and suspension of the TV channels transmission, with a majority vote. Treasury benches defeated the 12 identical adjournment motions, which were clubbed into one by the Speaker, at the admissibility stage with 72 to 50 votes. Half an hour time was allocated for arguments on the admissibility of motions as provided under the rules, where the opposition members argued in favour of the admissibility of the motions. No bar on media: Muhammad Ali Durrani ISLAMABAD, June 8 (APP) Minister for Information and Broadcasting, Muhammad Ali Durrani Friday reiterated the government's resolve for free media and addressing any concern about freedom of media through dialogue. “The government believes in free media as well as addressing any concern about freedom of media through dialogue,” Durrani said while responding to arguments of opposition members on their adjournment motions about suspension of transmission of certain TV channels and harassment of journalists. “No action of the government will lead to restrictions on media,” he assured the House and said all the TV channels and cable network were functioning freely. Durrani said only those governments put bar on media which are weak and cannot defend their acts and actions. “The present government is democratically elected and enjoys the support of the masses.” He said the PEMRA Ordinance was not meant to put bar on media but it has been promulgated in the perspective of having a vigil on the malicious propaganda aired by certain TV channels, promoting sectarianism and extremism. Bus bomb kills 2 passengers, wounds 5 in southwestern Pakistan QUETTA, Pakistan, June 8, (AP) - A bomb exploded on a bus in southwestern Pakistan on Friday, killing two passengers and wounding five others, police said. The attack happened as the bus was traveling through the town of Hub, about 600 kilometers south of Quetta, Abdullah Jan, a local police chief, said. Momentous steps being taken to curb Talibanization: Sherpao PESHAWAR, June 8 (APP) The government is taking momentous steps to curb the growing trend of Talibanization and to frustrate all the elements involved in such activities, Interior Minister Aftab Ahmed Khan Sherpao said Friday. “We are focusing on the capacity building of police force and law enforcing agencies aimed at effectively curbing the crimes and other subversive activities before its occurrence,” said the Federal Minister while talking to journalists after addressing a public meeting here at People House. He said that peace committees comprising members of political parties, local bodies, intelligentsia and officials of administration are being established at the districts levels to off set the effects of Talibanization. While expressing his sympathies with members of the bereaved families who were killed in May 12 incidents in Karachi, Sherpao said that it was an unfortunate incident. “The matter is sub-judice as it is in the Sindh High Court and assured that action would take place according to the judgment of the court.” Sherpao said that stable Afghanistan is in the interests of Pakistan and that the Pak-Afghan jirga would again meet in Kabul in the first week of August to deliberate upon various issues including identification and removal of the root causes of insurgency and terrorism. Rainstorms kill 11 in southwestern, central China SHANGHAI, June 8 (Reuters) Violent storms killed 11 people in two Chinese provinces and left thousands homeless this week, the Xinhua news agency reported Friday. In the southwestern province of Sichuan, hailstorms, lightning strikes and landslides led to seven deaths and nine injuries Friday, Xinhua said. Two double bombings in Iraq kill 35 BAGHDAD, June 8 (AFP) Two double bomb attacks killed at least 35 people in Iraq Friday, while gunmen raided the home of a police chief, massacring his wife, brother and 12 bodyguards and seizing his children. A twin bomb attack on a mosque near the northern oil city of Kirkuk killed at least 19 people and wounded 22, police and medical official said. In another dual attack, near the southern Iraqi city of Basra, 16 people were killed and 32 wounded. Police said a suicide bomber detonated his explosives inside the Al-Thikalain Husseiniyah shrine in the town of Dakuk, south of Kirkuk, at around 2:00 pm, about the same time as a car bomb exploded outside the building. Major General Torhan Yussef, chief of Kirkuk police, said the attack left 19 people dead. The twin attacks in the south of the country targeted the town of Tis al-Qurna, just north of Basra. Police and medical officials said the explosions - a bomb in a minibus at a bus station and a car bomb in a market - rocked the town at around 7:30 am. NATO welcomes US-Russia anti-missile base offer BRUSSELS, June 8 (AFP) NATO Secretary General Jaap de Hoop Scheffer welcomed Friday Russia's offer to share a military base with the United States to counter missile attacks, calling it a break with “anachronistic” rhetoric. However, Scheffer said that it was too early to tell if the proposal for a joint base in Azerbaijan could be integrated into the US missile shield, parts of which Washington currently wants built in the Czech Republic and Poland. “I hope that what we are seeing... is a signal that everybody will start talking to everybody once again on this important subject of missile defence,” he told a security and defence conference in Brussels. Japan's Cabinet OKs suicide prevention measures TOKYO, June 8 (AP) - The Cabinet took aim at Japan's alarming suicide rate Friday, approving measures to tackle unemployment, boost workplace counselling and filter Internet sites that promote suicide, just weeks after a farm minister took his own life. The package of measures comes a day after a new police report showed the number of suicides in Japan topped 30,000 for a ninth straight year in 2006. The new measures, drafted by a government-appointed panel of experts in April and approved by the Cabinet on Friday, aims to cut suicides by 20 percent by 2016 to around 25,000 a year, the Cabinet Office said in a statement. Pakistan military jet crashes; pilots eject safely PESHAWAR, Pakistan, June 8 (AP) - A Pakistan military jet crashed Friday near the Afghan border, but the two pilots ejected safely, an official said. The FT-6 fighter was on a routine training flight when it crashed a few miles southwest of the city of Peshawar in the Khyber region, said Pakistan air force spokesman Sarfraz Ahmed Khan. Both pilots ejected safely and there was no report of injuries or damage to property on the ground, Khan said. Iraq gunmen kidnap police chief's children, kill 14 BAGHDAD, June 8 (Reuters) - Gunmen attacked the house of a senior police official in Diyala province on Friday, killing 14 people including his wife, and kidnapped his four children, police sources said. They said the two brothers of Colonel Ali Delyan Ahmed, the head of police in Baquba north of Baghdad, were among the dead. It was not clear if Ahmed was at his house at the time of the attack. Fierce fighting rocks Palestinian camp in Lebanon NAHR AL-BARED, Lebanon, June 8 (Reuters) - Lebanese troops pounded militants dug-in at a Palestinian refugee camp in north Lebanon on Friday after the gunmen refused demands they give themselves up. China strongly opposed to US House resolution on Darfur BEIJING, June 8 (AP) - China has rejected a U.S. House of Representatives resolution urging Chinese pressure on Sudan to resolve the Darfur crisis, saying the American move wrongly links the issue to next year's Summer Olympic Games in Beijing. China buys two-thirds of Sudan's oil exports, sells the African country weapons and military aircraft, and has blocked efforts to send U.N. peacekeeping forces to Darfur without Sudanese consent. “Disregarding China's constructive efforts over the Darfur issue, the resolution condemned China without reason, tries to link the issue with the Beijing Olympics and wantonly interfered into China's internal affairs,” Chinese Foreign Ministry spokeswoman Jiang Yu said in a statement posted on the ministry's Web site late Thursday. The resolution, which is not binding on U.S. foreign policy, passed 410-0 and urged China to suspend economic ties and military sales to Sudan until Khartoum complies with U.N. G8 agrees 60-bln-dlr fund to fight AIDS in Africa: report HEILIGENDAMM, Germany, June 8, (AFP) - Group of Eight countries have agreed on a 60-billion-dollar programme to fight diseases such as AIDS, malaria and tuberculosis in Africa and eastern Europe, the German daily Frankfurter Allgemeine Zeitung said in a report released Thursday. Nevertheless, the world's richest nations, holding a three-day summit in the Baltic Coast resort of Heiligendamm, were reluctant to be pinned down to any sort of binding timetable for providing the aid. Nor was there any concrete agreement on how much each G8 member would put up, the newspaper said in a pre-release of an article to appear on Friday. Delegation sources said the idea had come from US President George W. Bush.
