Opposition lodges no-confidence motion against PM Aziz ISLAMABAD, Aug 23 (Agencies) Opposition parties on Wednesday lodged a no-confidence motion against Prime Minister Shaukat Aziz and presented the 342-member National Assembly with a 500-page charge sheet signed by 141 opposition MPs, containing alleged evidence of the government's wrongdoing. Later the opposition leaders including Makhdoom Amin Fahim, Hafiz Hussain Ahmad, Chaudhry Aitzaz Ehsan and Imran Khan, addressed a joint press conference at the parliament‘s cafeteria vowing to continue their struggle till the ouster of the government. Aitzaz Ehsan said that through the charge sheet over 300 allegations have been levelled against the government. The first allegation was related to the government’s involvement in the mismanaged sale of Pakistan Steel Mills as per Supreme Court decision. The other charges included were cement, sugar crisis, wheat scandal, financial irregularities in railways, plots allotted illegally in Port Qasim, corrupt practices in the privatisation process of Habib Bank, KESC, PTCL and National Refinery. Hafiz Hussain Ahmad said that the opposition will not go to the select committee. Amin Fahim said that ARD had tabled this move and MMA had extended unconditional support to it. Imran Khan said that this was the first step towards restoration of democratic order. Later the Speaker National Assembly Chuadry Amir Hussain assured the opposition in a meeting at his office that the counting on the no-confidence motion would be held within the seven days timeframe. Pakistan arrests 'Indian' over alleged runaway train terror bid KARACHI, Aug 23 (AFP) A suspected Indian national stole a railway engine in Pakistan and tried to drive it into a passenger train in an attempted terror attack, police said Wednesdsay. The man drove the locomotive at full speed for 35 kilometres before officials managed to derail it and avert a possible disaster in the incident late Tuesday, railway police official Irshad Beg said. He identified the arrested suspected Indian as Madan Lal, who is in his 50s. "We suspect that he stole the engine and drove it on the track to cause a terrorist attack," Beg said. Lal's apparent target was a regular passenger service that was on the same track before it was diverted, the police official added. Two Pakistani men, a driver and a fireman, were also arrested for negligence, Beg said. Lal said in custody that he was a Pakistani citizen and stole the engine just to have a ride on the track. He refused to answer many questions. Beg said the suspect would be produced before a local court and a thorough medical examination may be conducted to determine his mental health. ICC backs umpires in Pakistan forfeit row LONDON, Aug 23 (AFP) - International Cricket Council (ICC) chief executive Malcolm Speed has insisted Pakistan would have no right of veto over the appointment of Darrell Hair after the umpire ruled they had forfeited last week's fourth Test against England at The Oval. Speed said Tuesday he had received a letter from Pakistan Cricket Board chief Shaharyar Khan on the subject but stressed that there would be no change in the appointment procedure of officials. He also backed the stance taken by fellow Australian Hair and West Indian Doctrove. Speed said in a statement issued from the ICC's Dubai headquarters that "it is not the role of the ICC to overturn the decisions of on-field umpires, the people who are enshrined in the Laws of Cricket as the sole judges of fair and unfair play, the ultimate arbiters of the game. "In this instance the decision made by Billy Doctrove and Darrell Hair to award the match to England was the correct one under the Laws." Speed said: "It remains the role of the ICC and not our members to appoint umpires to Tests and one-day internationals. "The choices are made by the ICC's chief executive together with the chairman of the cricket committee, Sunil Gavaskar,following recommendations from the ICC's cricket department. Afghan, Pakistan to conduct patrols with U.S. along border KABUL, Afghanistan, Aug 23 (AP) The Afghan and Pakistani armies agreed Wednesday to conduct coordinated and simultaneous patrols with the United States alongside their border, a statement from the American-led coalition said. NATO troops in charge of security in southern Afghanistan will also participate in patrols aimed at improving security operations alongside the porous 2,450-kilometer-long border. Wednesday's accord was reached in the Afghan capital of Kabul during the 17th meeting of Tripartite Commission, which includes the U.S.-led coalition. The parties also discussed potential use of ``secure mobile telephones for intelligence coordination'' and agreed to meet again in October in Afghanistan, the statement said. Clashes kill 36 Taliban in Afghanistan; suicide attack kills NATO soldier KANDAHAR, Afghanistan, Aug 23(AP) Clashes and NATO air strikes killed at least 36 Taliban fighters in southern Afghanistan's as militant attacks left a NATO soldier dead and five others wounded, officials said Wednesday. Two roadside bombs also killed three Afghan civilians on Wednesday. Eighteen suspected Taliban were killed in a clash with Afghan forces Wednesday in the Khake-Afghan district of southern Zabul province, said the province's deputy police chief.One Afghan army soldier was killed and three others were wounded while aiding the police in the clash, an army commander said. Militants also attacked an Afghan army patrol in Zabul, killing a soldier and wounding four, a Defense Ministry statement said. NATO warplanes responded to Tuesday's ambush, bombing a Taliban position and killed seven fighters.Another NATO airstrike also killed 11 militants Tuesday in the Zhari district of Kandahar province, said a NATO spokesman. NATO troops also killed an Afghan 10-year old boy and wounded another following a suicide bombing on a Canadian convoy that left one Canadian dead and three wounded on Tuesday in Kandahar city, the alliance said Wednesday. Chaudry Shujaat meets AQ Khan ISLAMABAD, Aug 23, 2006 (AFP) Pakistan's nuclear hero Abdul Qadeer Khan, who is suffering from cancer, is doing well and will receive the best medical treatment on offer, the leader of the ruling party said Wednesday. "He looked happy and active and we spent about an hour with him today," ruling Pakistan Muslim League president Chaudhry Shujaat Hussain told MPs in parliament. Hussain said he and information minister Muhammad Ali Durrani had visited Khan at his residence. "We stayed with A.Q. Khan for about an hour. He was in a good mood and spoke about past events and later he walked with us outside to see us off," Hussain said. Opposition members meanwhile demanded access to Khan to enquire about his health. U.S. plane bound for India turned back to Amsterdam AMSTERDAM, Aug 23 (Reuters) Dutch fighter planes escorted a U.S. Northwest Airlines plane bound for India back to Amsterdam's Schiphol airport on Wednesday after the crew reported passengers behaving suspiciously. "Police took off a number of people on board and took them for questioning," the Dutch defence ministry said. The ministry said in a statement that the pilot decided to turn back after the crew said several of the 149 passengers on flight 42 to Mumbai were behaving suspiciously. Cricket-Pakistan's Wasim Raja dies of heart attack in match KARACHI, Aug 23 (Reuters) Former Pakistan all rounder Wasim Raja died of a heart attack on Wednesday in London, a Pakistan team official said. He was 54. The assistant manager of the Pakistan touring side in London said that Wasim, who played 57 tests and 54 one-day internationals, died while playing in a club match. Wasim was rated as one of Pakistan's most gifted all rounders due to his swashbuckling batting and ability to bowl pace and leg-spin. He was coach of the Pakistan team in 1997 and was also a International Cricket Council (ICC) elite panel match referee. Five dead, 21 injured in Balochistan road mishap; gas pipeline blown up DERA MURAD JAMALI, August 23 (Agencies): At least five people including a woman were killed and 21 passengers injured in a road mishap in Balochistan’s Dera Murad Jamali city, police said here Wednesday. The incident took place when Saddiqabad bound bus coming from Quetta overturned after one of its tire burst near Notall area. A doctor at the Civil Hospital Dera Muraid Jamali said most passengers sustained light injuries and were discharged after initial treatment. Israel buys upgraded nuclear armed submarines: report JERUSALEM, Aug 23 (AFP) Israel has signed a contract with Germany to buy two submarines capable of carrying nuclear weapons, a newspaper report said Wednesday. Under the contract signed in July, the two Dolphin-class submarines, called U212s, will be assembled in Germany and fitted with a propulsion system allowing them to remain underwater for far longer than submarines already in use by the Israel navy, the Jerusalem Post said. Muslim student says 'victimised' after being thrown off British plane LONDON, Aug 23 (AFP) One of two Muslim students pulled off a British charter flight at gunpoint because other passengers feared they were terrorists said Wednesday they were victimised because of their appearance. Khurram Zeb, 22, told the Daily Mirror newspaper he felt sorry for those people on board the Monarch airlines flight who thought they were terrorists but did not blame anyone for what happened. Amnesty International: Israeli military action massively destroyed Lebanon's infrastructure LONDON Aug 23 (AP) Amnesty International on Wednesday accused Israel of war crimes, saying it broke international law by deliberately destroying Lebanon's civilian infrastructure during its recent war with Hezbollah guerrillas. Britain accused in court of assisting in 'acts of terrorism' LONDON, Aug 23 (AFP) Britain was accused in court on Tuesday of knowingly assisting in "acts of terrorism" by Israel during its month-long conflict in Lebanon. Britain was guilty of "aiding and abetting" breaches of international law when it allowed US cargo planes believed to be carrying bombs bound for Israel to stop over at British airports, according to the Islamic Human Rights Commission (IHRC) petition before the High Court in London. The IHRC sought to bring injunction proceedings against the Defence Secretary Des Browne, the Civil Aviation Authority and the Foreign Office to stop "grave and serious violations" of international humanitarian law and contraventions of the Geneva Convention. Peter Carter, the lawyer arguing on behalf of the IHRC, said Britain was assisting in "disproportionate" military action which killed and caused terror to civilians who were not directly involved in the conflict. The IHRC said it was bringing the case "following many complaints that we have received from British citizens whose family members are in Lebanon and facing grave danger as well as acts of terror".
