Musharraf rules out change in government at centre or in Sindh KARACHI, July 26 (APP) President General Pervez Musharraf Wednesday made it clear that no change in the government was in the offing at the centre or in Sindh province. "Neither the Prime Minister is going nor the Sindh Chief Minister is being changed", he said while addressing the PML Senators, MNAs and MPAs belonging to Sindh, and the nazims. The unity of command in Sindh is with Chief Minister Dr Arbab Ghulam Rahim and no one should have any doubt about it, he told the meeting. He said this team would continue working up till the upcoming elections. He asked the Muslim League workers to work for benefit of the party and asked for the rumour mongering to end. Musharraf said sometime the opposition threatens a no-confidence move against the government and at times they say they will tender resignations. "But we have with us an answer" to their threats, he said without elaborating.(Posted @ 21:25 PST) Lebanon talks call for urgent, lasting ceasefire ROME, July 26 (Reuters) World diplomats at Lebanon crisis talks called on Wednesday for an urgent and sustainable ceasefire and urged Israel to show "the utmost restraint" in its offensive against Hizbollah. Foreign ministers from the United States, Middle East and Europe agreed on the need for an international military force with a U.N. mandate to secure the border between Lebanon and Israel. They vowed to work "immediately to reach with the utmost urgency a ceasefire that puts an end to the current violence and hostilities", said a statement read by the Italian host, Foreign Minister Massimo D'Alema.The final statement, reached after prolonged debate, fell short of the wish of Arab leaders, Italy and the United Nations for a call for an immediate ceasefire without preconditions. "We have to have a plan that will actually create conditions in which we can have a ceasefire that will be sustainable," Rice told a closing news conference. Michael Hand, 19, and three other youths were charged with murdering Mohammed Pervaiz, 41. A married father of three, Pervaiz was beaten to death on Saturday after stopping to pick up a fare in what police called a racially-aggravated assault. He was taken to a local hospital but was pronounced dead on arrival, with a post mortem examination showing he died of head injuries sustained in a serious attack. Five people including an American diplomat were killed in the suicide bombing outside the US mission on March 2, the eve of a visit to Islamabad by US President George W. Bush. The security official said the Uzbek suspect was picked up a few weeks ago in Wana, the main town in South Waziristan tribal region. The suspect has revealed the attack was planned by an Al-Qaeda unit and executed by local militants, the official said. "He said he brought the plan to Karachi from Wana and handed it over to local militants for execution," the official said. Torrential rains which started on Monday and subsequent landslides cut off Neelum valley's only link with Muzaffarabad, an official said. Army and civil engineers teams were busy clearing the landslides but rain was hampering the efforts, he said. EU announces further 40 million euros in aid for Lebanon BRUSSELS, July 26 (AFP) The European Commission announced Wednesday a further 40 million euros in EU humanitarian aid to help victims of the conflict in Lebanon.EU Humanitarian Aid Commissioner Louis Michel said that the funds would be destined for "those who are suffering -- whoever and wherever they are" in the country. "I am shocked and deeply distressed by the apparently deliberate targeting by Israeli Defence Forces of a UN observer post in southern Lebanon," UN Secretary General Kofi Annan said. He described the strike as a "coordinated artillery and aerial attack on a long established and clearly marked UN post." Ministers attending the Rome talks held a minute's silence for the four observers. Foreign ministers from China, Japan, South Korea and the 10-nation ASEAN bloc also said on Wednesday that the strike was deliberate. Beijing strongly condemned the attack and summoned Israel's ambassador to demand an apology. Finnish President Tarja Halonen demanded Israel launch an investigation. Austrian Foreign Minister Ursula Plassnik told her Israeli counterpart by telephone of her "indignation" at the incident. The former Iraqi leader also told the court he would rather be shot than hanged if found guilty. "I wrote you a petition clarifying that I don't want to come to court, but they brought me against my will ... I have been on a hunger strike since July 8," Saddam told the chief judge. The entire defence team boycotted the latest session in the controversial trial. The court was adjourned until Thursday after a court-appointed lawyer delivered the final argument for Saddam. A source claimed that Saddam had eaten food earlier in the day. One rocket landed near a car in Haifa, seriously wounding a driver, medics said. Thirty people were moderately wounded elsewhere. Rockets also landed in the towns of Acre, Carmiel and Safed. Speaking at a briefing at the Sindh Chief Minister House in Karachi, he said ``a strategy should be adopted in this connection so that the results can be seen on the ground.'' A draft copy of a government bill would introduce modest changes to the procedural rules of military commissions where the US government wants terrorist suspects to be tried, but which were deemed unlawful by the US Supreme Court last month, the NYT said. The 32-page draft would bar "statements obtained by the use of torture," but admit evidence obtained under coercive interrogations unless it is also found to be unreliable by a military judge. In addition, the report said, instead of requiring speedy trials, the draft bill would allow terrorist suspects to "be tried and punished at any time without limitations." The proposal also said that the Geneva Conventions "are not a source of judicially enforceable individual rights," meaning that people convicted of terrorist acts would be prevented from suing the US government for violating their Geneva Conventions rights. Al Jazeera television said nine soldiers were killed in Bint Jbeil village, while Al Arabiya television said at least 12 soldiers were killed. They gave no further details. Israeli medics said the army had suffered heavy casualties in the fighting in south Lebanon. There was no immediate confirmation from the Israeli army. Also, three persons were killed and 10 wounded when a tank shell exploded among a group of gunmen and civilians, Palestinians said. The Israeli army, which has been encountering fierce resistance despite its clear military superiority, entered the border town following a day of fierce fighting. The Israeli army is in Bint Jbeil. Some sporadic fighting is ongoing inside and around the town," Milos Strugar, spokesman for the United Nations Interim Forces in Lebanon (UNIFIL), told AFP. Asked whether the Israeli troops had captured the town, Strugar said: "It is difficult to know what is really happening at this time. "The civilian population in Bint Jbeil is caught in the crossfire," he added. The Statue of Entenema -- a headless statue of the fourth king in the dynasty of Lagash -- was stolen along with other treasures from the Iraq National Museum following the fall of Saddam Hussein in April 2003. It is the oldest known representation of a king in ancient Iraq and dates to 2,400 BC, according to the US State Department. The king is chiseled out of a rare black stone called diorite and stands at 30 inches tall with hands folded in a pose of worship while wearing a fleece skirt.
