Quake hits Afghan Hindu Kush, residents flee homes ISLAMABAD, Dec 13 (Reuters) - An earthquake of 6.7 magnitude struck the Hindu Kush region of Afghanistan early on Tuesday, the United States Geological Survey said. People in Pakistani Kashmir, where tens of thousands were killed by an earthquake on Oct. 8, fled their homes when the quake struck, residents said. Residents in the Indian capital New Delhi also felt the quake, as did people in Peshawar, a Pakistani town near the Afghan border. There were no immediate reports of casualties. More than 73,000 people were killed and around 500,000 left homeless in Pakistani Kashmir and the neighbouring North West Frontier Province of Pakistan "which bore the brunt of the Oct. 8 quake, which measured 7.8 on the open-ended Richter scale. President arrives in Quetta QUETTA Dec 12 (APP): President General Pervez Musharraf arrived here Monday on a three-day visit of the province, an ISPR press release said. Balochistan Governor Owais Ahmed Ghani, Chief Minister Jam Muhammad Yousaf, Corps Commander Lt Gen Hamid Rab Nawaz and other senior civil and military officials received the President at the airport on his arrival. During his stay in the provincial capital, the President will address student officers and faculty members of Command and Staff College Quetta besides meeting the Governor, Chief Minister, Ministers, Senators, Lawyers and notables of the province. The President will also be given briefing about mega projects including Gwadar deep water port, Kachhi Canal, Sabakzai and Mirani Dams. Storage facilities for water to be built for optimum use: PM ISLAMABAD, Dec 12 (APP): Prime Minister Shaukat Aziz Monday said changes in climate due to global warming need proactive policies to assure adequate availability of water for agriculture and other needs. Presiding over a meeting of Prime Minister's Committee on Climate Change here at the Prime Minister House, he said, "we need to build storage (facilities) for optimized use of water resources which would benefit the entire country and assure the population a better future". Dr. Ishfaq, Advisor to Prime Minister, in his report on effects of climate change highlighted the impact of global warming on the water reservoirs of Pakistan. He said due to global warming the glaciers will melt resulting in increased flow of water, which if not stored, will be wasted. "More rains are expected over Tamil Nadu and adjoining Pondicherry in the next two days due to the presence of the feeble trough of low pressure over the southwest Bay of Bengal," a meteorological department official said.(Posted @ 21:08 PST) Musharraf stresses urgency for large water reservoirs KARACHI, Dec 12 (APP): President Pervez Musharraf on Monday stressed the dire need for large water reservoirs in an address to a gathering of elected representatives including MPAs belonging to PML, PML(F), Patriots and MQM at the Governor's House here in Karachi. "If dams are not constructed it will be a massive loss for Sindh and its economy and even for the country", he said. "If at least two to three dams are not constructed by the year 2020, Sindh would face water shortage and its farmers will cry for water and there will be no water", he added. Musharraf rejected the arguments being aired by the opponents of Kalabagh Dam: "Dams are not consumers of water but they store water which can be released as and when required," he stated. He said the present situation was such that the studies for both Bhasha and Kalabagh dams were ready and that of Akori dam was under process and would be completed by the year 2007-08. If work commenced on these dam projects immediately, then the Kalabagh can be completed by the year 2012, Bhasha in 2014 and Akori in 2016, he said.(Posted @ 20:40 PST) India should show flexibility to promote peace process: FO ISLAMABAD, Dec 12 (APP): Pakistan on Monday reiterated its commitment to the peace process with India and emphasised the need for flexibility from the other side for the success of the composite dialogue. Foreign Office spokesperson Ms. Tasnim Aslam told a weekly media briefing that Pakistan and India were sincerely engaged in the process and were discussing the Kashmir issue. She said there was “no such proposal” yet for the opening of visa offices in Lahore and Amritsar but added that Pakistan and India would open their new consulates at the start of next year. Pakistan also agreed to procure more items from India under the Indian offer of 25 million dollars in aid for the earthquake relief efforts. On the issue of Kishan Ganga, Aslam said Pakistan was considering appointment of a neutral expert or taking the issue to an arbitrator. She confirmed that the All Parties Hurriyat Conference Chief Mirwaiz Umer Farooq would be visiting Pakistan but so far Pakistan has not received the names of his members in the delegation. Mr. Katwari of Kashmir Study Group’s visit, the spokesperson said, was related to relief and rehabilitation work in the quake hit areas.(Posted @ 20:06 PST) Car bomb kills anti-Syrian MP Tueni in Beirut BEIRUT, Dec 12 (Reuters) A car bomb killed a Lebanese newspaper magnate and anti-Syrian lawmaker Gebran Tueni in Beirut on Monday. Several Lebanese politicians immediately blamed Syria, which has denied any role and said the killing was timed to smear it. Police said Tueni was among four people killed in the explosion that destroyed his armoured sports utility vehicle as it was driving in the Mekalis area of east Beirut. Some 32 people were wounded. A previously unknown group calling itself "Strugglers for the Unity and Freedom of the Levant" claimed responsibility for the killing in a statement faxed to Reuters, saying the same fate awaited other opponents of "Arabism" in Lebanon. There was no way to verify the authenticity of the claim, whose wording appeared, designed to cast suspicion on Damascus. The U.S. embassy in Beirut condemned the killing, saying in a statement that "with this heinous act, the forces of oppression and tyranny have taken from the Lebanese people one of their greatest champions for liberty and freedom." A plan to combat people trafficking was unveiled in Islamabad that seeks to integrate the efforts of governmental and non-government agencies and raise awareness about the problem. "The national action plan against human trafficking covers the broad range of functions that cannot be performed by a single entity, whether a ministry, department, joint forcing agency or NGO," Interior Minister Aftab Ahmad Khan Sherpao told a conference to mark the launch. A major element is to raise awareness of the danger with the help of radio and television, including a television drama based on the true story of a child taken by traffickers. Sherpao said strengthening cooperation between different law and order agencies, such as the police and coast guard, would help.(Posted @ 19:08 PST) US rejects Qaeda claim that bin Laden still leading ISLAMABAD, Dec 12 (Reuters) The U.S. ambassador to Pakistan said on Monday he did not believe Osama bin Laden was still in operational control of al Qaeda and the militant network was in "serious trouble". Speaking to reporters in Islamabad, Ryan Crocker said "I think that Osama bin Laden is no longer the operational head of al Qaeda, because he is hiding deep inside the mountains and he doesn't have contact with the al Qaeda people". Referring to al-Zawahri, he added: "I don't know if Zawahri is heading al Qaeda or not; what I do know is that al Qaeda is in serious trouble these days." Asked about Musharraf's announcement that a senior al Qaeda figure, Abu Hamza Rabia, was killed in a tribal region this month, Crocker said: "I don't know what happened, but if President Musharraf is saying he is dead, we must trust what President Musharraf is saying." Crocker also said United States expressed concern that Pakistan had allowed a prominent militant group to take a role in providing relief to survivors of October 8 earthquake. "This is not good. Jamat-ud-Daawa is the new name of Lashkar-e-Taiba. I think that these groups should not be allowed to join the relief operations. The government of Pakistan should make use of other NGOs. In eastern Baghdad, two civilians were killed in an explosion near the Kindi hospital. Nine other civilians and five police officers were wounded in the same blast. In a separate attack in western Baghdad, a police officer was killed and seven others wounded when gunmen opened fire on their vehicle. Three civilians also sustained injuries when a car bomb exploded alongside a police checkpoint in the Nahrawan area of southeastern Baghdad. The main opposition Bharatiya Janata Party (BJP) immediately suspended six of its members of parliament after the video clips were shown. The other MPs came from the ruling Congress party and its ally the Rashtriya Janata Dal, as well as the regional Bahujan Samaj Party. Some of the legislators shown grabbing cash on camera also belonged to parliament's prestigious upper house, the Rajya Sabha. "The MPs took between rupees 110,000 (2,558 dollars) and rupees 10,000 each to ask questions on the floor of the house," the TV report added. One of the members of parliament shown on the video clips, Narendra Kumar Kushwaha of the Bahujan Samaj Party, said he was trapped. Police said there was a warning call to a Greek newspaper about half an hour before the explosion, saying a bomb had been placed near the Finance Ministry.
