Iran insists it must enrich its own uranium TEHRAN, Nov 12 (Reuters) - Iran on Saturday insisted upon its right to enrich its own uranium, rebuffing an EU proposal that Russia should perform the sensitive atomic fuel work to allay fears Tehran is seeking atomic arms. President urges elected leaders to encourage transparency, accountability ISLAMABAD, Nov 12 (APP): Calling upon elected representatives to encourage transparency and accountability, President General Pervez Musharraf Saturday expressed the hope that local government leaders would keep betterment of the poor ahead of all considerations. "I have great hopes that you will deliver and never let down the people all of us should devote our attention to ameliorating socio-economic lot of the poor," he said, addressing a national convention of district and tehsil nazimeen. Israel no longer partner for peace: Qorei AL-BIREH, West Bank, Nov 12 (AFP) - Palestinian prime minister Ahmed Qorei said Saturday that Israel was no longer a partner for peace, and sharply criticised its policies in annexed east Jerusalem. "Israel has become a partner for permanent struggle, not a partner for potential peace in the foreseeable future," he told a conference in the West Bank to commemorate the first anniversary of the death of Yasser Arafat. Sri Lanka describes two years of SAARC under Pakistan's leadership productive DHAKA, Nov.12 (APP): Sri Lankan President Chandrika Bandaranaike Kumarantunga Saturday described two years of SAARC under Pakistan's leadership as very productive. After a meeting with Prime Minister Shaukat Aziz on the sidelines of the two-day Summit she said: "We (SAARC) have been able to do certain things which had not been done for some time." Prime Minister Aziz lauded the role of Presildent Kumarantunga during her long tenure of 11 years in making major contributions towards building bilateral ties, enhancing peace in South Asia and in promoting the SAARC process. President Ziaur Rehman awarded first SAARC award posthumously DHAKA, Nov 12 (APP): Prime Minister Shaukat Aziz Saturday conferred the first SAARC award for 2004 to late President Ziaur Rahman of Bangladesh. Rehman's eldest son Tariq Rahman received the award. Ziaur Rahman, husband of Bangladesh Prime Minister Khaleda Zia, had played a key role in the formation of the SAARC in 1985. Mideast reform meeting ends without final document MANAMA, Nov 12 (Reuters) - A Middle East reform conference promoted by the United States ended in confusion on Saturday without a final declaration after Egypt tried to introduce clauses which Washington said would restrict aid groups. U.S. officials termed it disappointing as the conference produced no final document on promoting political and economic reform in the Middle East and North Africa, the goal of the meeting. "Obviously we are not pleased," said a senior State Department official at the conclusion of the "Forum for the Future" meeting. Non-governmental organisations (NGOs) were also angry. The Egyptian delegation was not immediately available for comment. A Gulf diplomat however said other Arab countries also had reservations about the document and that Egypt was not alone. The Egyptians wanted the draft document to stipulate that only NGOs which were "legally registered" by a country and followed that nation's laws should be supported. Bodies found in Iraq town after US offensive-doctor RAMADI, Iraq, Nov 12 (Reuters) - An Iraqi Red Crescent doctor said on Saturday more than 50 bodies had been found in the rubble of the town of Qusayba near the Syrian border which U.S.-led troops swept through this week in an anti-insurgent offensive. The U.S. military says it detained around 180 insurgent and killed at least 36 more in the operation, which was continuing in the nearby town of Karabila on Friday. Around 900 civilians who fled the town were given temporary housing nearby during the operation. As residents started to trickle back to Qusayba in recent days, doctor Saif al-Ani, who works for the Red Crescent in the Qaim area, told Reuters they had unearthed at least 54 bodies in the rubble, including some women and children. Judge, politicians among 360 arrested in Iraq Baghdad, Nov 12 (Reuters) - Iraqi police rounded up 360 suspects in a major operation in Diyala province, Brigadier Ghasan al-Bawi, the head of Diyala police, said. Among those arrested was a judge and several politicians, a regional government official said. Meanwhile, one Iraqi policeman was killed and another seriously wounded when gunmen attacked their patrol in the city of Kirkuk, and another five civilians were killed and 20 wounded when a car bomb exploded in a market in eastern Baghdad, police said. On Friday, one Iraqi policeman was killed and another wounded when gunmen attacked their patrol in a western district of the capital, police said Saturday. Gunmen attacked a house in eastern Baghdad and kidnapped a woman and her son, while an insurgent was killed when clashes broke out between Iraqi police commandos and insurgents, police said. Iran overrules Islamic objections to foreign loans TEHRAN, Nov 12 (Reuters)- Iran's main legislative arbitration body on Saturday ruled the country could use foreign bank loans, sidestepping objections that such financing ran against the principles of Islamic law. Parliament approved international financing earlier this year but the Guardian Council, Iran's main constitutional watchdog, promptly ruled that loans from foreign banks were associated with usury and were un-Islamic. But the Expediency Council, which arbitrates in disputes between parliament and the council, ruled in favour of the parliamentarians. "There are no more legal problems in using foreign financing and the government is allowed to use it," said Mohammad Mehdi Mofatteh, spokesman of parliament's budget committee. Taliban attacks kill three Afghan police KHOST, Afghanistan, Nov 12 (Reuters) - Taliban insurgents killed at least three policemen and wounded eight in separate attacks in Afghanistan, officials said on Saturday. Two policemen were killed in an ambush in Helmand province while a senior officer was killed when guerrillas attacked a police headquarters in Khost province , officials said. The police headquarters was partially destroyed in the battle, they said. Four policemen were wounded in the attack in Khost while four others guarding an Indian firm, involved in a road construction project, were wounded in another attack in Kunar province . Nepal's king pledges elections by 2007 DHAKA, Nov 12 (AFP) - King Gyanendra, who sacked Nepal's elected government earlier this year, on Saturday repeated a pledge to hold parliamentary elections in 2007 and urged his country's Maoist rebels to put down their arms. "We have asked the election commission to make necessary preparations to hold a general election by April 2007," the king said at the SAARC summit. India proposes South Asian open skies deal DHAKA, Nov 12 (AFP) - Indian Prime Minister Manmohan Singh on Saturday proposed a South Asian open skies agreement that would remove restrictions on flights operated by state-owned and private airlines from seven countries. India was ready to offer the open skies facility on a reciprocal basis, Singh told the inaugural session of the SAARC summit. Jordan says Al Qaeda behind hotel suicide bombings AMMAN, Nov 12 (Reuters) - Jordan said on Saturday an investigation into three deadly suicide bombings against Amman hotels had concluded that Al Qaeda in Iraq was behind the attacks. Deputy Prime Minister Marwan al-Muasher however told a news conference that all three attackers were "non-Jordanians." Recent amendments successful: President Musharraf ISLAMABAD, Nov 12 (APP): President General Pervez Musharraf said Saturday that the recently introduced amendments in the local government ordinance would improve harmony and coordination among various tiers of governance to make the grass-roots system successful, permanent and more effective for continued socio-economic development of the common man. "In no way, these amendments curb the working of the local government system but provide an enabling environment for unhampered development of people through harmony among their elected representatives at various tiers of governance," he underlined at a national convention of district and Tehsil Nazimeen. In his extensive 90-minute address, the President said the amendments had been thoroughly debated and critically evaluated in the light of feedback from all concerned and added that they have removed the previously existing differences among elected representatives. Indian troops arrest 5 youths in quake hit uri area Srinagar,Nov 12 (PPI)In occupied Kashmir, unidentified gunmen shot dead a Congress activist Ghulam Muhammad Ganai at Lajoora in Pulwama, reports Kashmir Media Service. In another incident a 12th class student Shoukat Ahmad Gassi, reported missing since Thursday was found dead in his car parked at Al-Noor Colony in Hyderpora locality of Srinagar. Rashtriya Rifles fired mortar shells on the house of Master Kamuluddin in Arin Bandipore and destroyed the house completely. A dead body was later recovered from the debris. Aziz urges SAARC members to extend cooperation to further promote ties DHAKA (Bangladesh), Nov 12 (APP): Prime Minister Shaukat Aziz Saturday urged the SAARC members to expand the economic and commercial cooperation for the benefit of their people so that poverty in the region could be eradicated. South Asian leaders open regional summit DHAKA, Nov 12 (AFP) The leaders of seven South Asian nations opened a summit here Saturday amid tight security by remembering the victims of last year's killer tsunami and last month's devastating earthquake. UN Hariri probe questioned Lebanese president: Lahoud office BEIRUT, Nov 12 (AFP) UN investigators probing the assassination of Lebanese ex-premier Rafiq Hariri have interrogated Lebanese President Emile Lahoud, the president's office said in a statement Saturday. Hague gives Serbia seven-week deadline for Mladic BELGRADE, Nov 11 (Reuters) The Hague war crimes tribunal turned up the heat on Serbia on Friday, telling it to deliver top fugitive Ratko Mladic by the end of this year or face "excommunication", Defence Minister Zoran Stankovic said. The seven-week deadline to hand over the former Bosnian Serb military commander was issued on a visit to Belgrade by United Nations war crimes tribunal president Theodor Meron.
