G8, emerging powers meet in London to discuss climate change LONDON, Nov 1 (AFP) The world's emerging economic powers, including China and India, were encouraged Tuesday to join their Group of Eight seniors to develop sustainable clean energy sources in response to climate change. Meeting in London, energy and environment ministers from the G8 leading industrialised nation and from Brazil, China, India, Indonesia, Nigeria and South Africa sought common ground on the pressing issue. Bush asks Congress for $7.1 billion for flu defence WASHINGTON, Nov 1 (Reuters) President George W. Bush asked Congress on Tuesday for $7.1 billion in emergency funding to prepare the United States for a pandemic of avian influenza. Israeli air strike kills two top Gaza militants GAZA, Nov 1 (Reuters) Israel killed two Palestinian militant commanders in a missile strike on Tuesday as it pressed a deadly air campaign in Gaza following a suicide bombing and rocket fire in the Jewish state. Hamas vowed that Israel would "pay a dear price" after aircraft destroyed a car in the Jabalya refugee camp, a militant stronghold in the northern Gaza Strip. U.S. frees 500 prisoners from Iraq's Abu Ghraib BAGHDAD, Nov 1 (Reuters) Five hundred prisoners walked free from the U.S. military's Abu Ghraib jail in Iraq on Tuesday, released in a goodwill gesture to mark the end of Ramadan. The detainees were presented with a Koran and $25 on their release which marked Eid al-Fitr celebrations. Their release was in addition to 1,000 prisoners set free in October at the start of the month of fasting. India homes in on bombers NEW DELHI, Nov 1 (AFP) Police have prepared a sketch of a key suspect in New Delhi's deadly bombings, Indian media said Tuesday as Hindus marked a subdued Diwali festival under tight security and Prime Minister Manmohan Singh hinted at a Pakistani link to the blasts. Police say the bodies of eight of the 41 corpses brought to Delhi's Safdarjung Hospital were still unclaimed. Investigators were hunting for a casually-dressed unshaven man in his twenties, police sources were quoted as saying. Witnesses saw him slipping off a bus after leaving a bag which exploded minutes later in the Okhla industrial area. All passengers were saved when the bus driver threw out the abandoned bag. Police said bags used in Saturday's two other blasts which killed 62 people in the Sarojini Nagar and Paharganj markets were of similar make and they were questioning shopkeepers in the hope of identifying the purchasers. Investigators also said timer devices and traces of Research Developed Explosive (RDX) have been found in the bombs usually assembled only by experts. Karnail Singh, the head of New Delhi's anti-terrorism unit, said the attacks were probably coordinated by a single group but executed by different units. "They targeted chaat shops at both markets as they are generally crowded with women and children. The target was maximum damage," he said. Japanese artist to recreate destroyed Bamiyan Buddhas with laser beams TOKYO, Nov 1 (AFP) Japanese artist Hiro Yamagata announced plans Tuesday to recreate Afghanistan's destroyed Bamiyan Buddhas using as many as 240 laser beam images, a giant project that could also bring electricity to local people. The 60 million-dollar exhibit, which was slated to begin in June 2007, will for several years replicate the images of the statues, which were the world's tallest standing Buddhas until the Taliban regime destroyed them. Yamagata was still in negotiation with the Afghan government and local entities on how long the exhibition will last but it will likely be for years, he said. To create the laser images, Yamagata planned to install 120 laser systems, 10 windmills and 11,988 solar energy panels. Yamagata and the Afghan government anticipate the power generating systems would be able to supply about 100 watts for six hours daily to each household of the area which were still not being provided electricity.(Posted @ 20:50 PST)

Guantanamo detainee attempts suicide during lawyer visit: report WASHINGTON, Nov 1 (AFP) A Bahraini detainee at the US prison in Guantanamo Bay, Cuba attempted suicide during his lawyer's visit in a sign of growing desperation among the more than 500 detainees in the military camp, the Washington Post reported Tuesday. Jumah al-Dossari, who has been held since late 2001 after being seized in Pakistan, slashed his arm and hung himself from the ceiling during a bathroom break from talks with his US lawyer on October 15, the Post reported. While suicide attempts have been reported before in the Guantanamo prison, it was the first to be witnessed by an outsider. According to Amnesty International, Dossari has undergone frequent beatings, torture and long stretches of solitary confinement. Like many Guantanamo inmates, most of them seized in Pakistan four years ago, Dossari has never been charged and faces indefinite detention. A Guantanamo spokesman said there have been 36 suicide attempts at the facility, according to the Post. As many as 200 inmates are reported to have taken part in a rolling hunger strike since August to protest conditions at the prison. Militant group denies involvement in New Delhi bombings SRINAGAR, Nov 1 (AFP) A Pakistan-based militant group, Lashkar-e-Taiba, denied on Tuesday any involvement in the Delhi attacks saying it does not target civilians. A spokesman for Lashkar-e-Taiba, told local Kashmir media in a telephone conversation that allegations of involvement were "baseless and false." "We do not believe in killing innocent people especially women and children. Our religion does not allow killing innocents. US declines UN panel's request for information on Guantanamo GENEVA, Nov 1 (AFP) United States has turned down a UN human rights panel's request to provide information about its detention centres in Guantanamo Bay, as well as Afghanistan and Iraq, a report revealed Tuesday. Washington declined to include information on detention facilities outside US territory in its report submitted to the UN Human Rights Committee, according to the document. The committee, made up of 18 independent experts elected by the UN General Assembly, in July 2004 pressed Washington for information about its overseas military detention centres. Troops storm Kyrgyz prison, restore control MOLDAVANOVKA, Kyrgyzstan, Nov 1 (Reuters) Kyrgyz government troops stormed and seized back control of a prison held by inmates for nearly two weeks on Tuesday in an operation that left two inmates dead. Cinema is back in Saudi Arabia RIYADH, Nov 1 (Reuters) Thirty years after the big screen disappeared from Saudi Arabia, cinema is making a tentative comeback in the ultra-conservative Muslim kingdom. Authorities in Riyadh plan to hold public screenings of children's cartoons this week as part of celebrations of the Eid al-Fitr holiday. It will be the first time films will be showed in public since the 1970s when the rising power of religious authorities put an end to the practice. Saudi liberals have welcomed the move but conservative religious scholars were angry. As well as films, the Riyadh celebrations will also include plays performed by women. Even though their audience will also be exclusively female, they too have been condemned by conservatives. Israeli ministers approve Gaza border crossing JERUSALEM, Nov 1 (Reuters) Israeli Prime Minister Ariel Sharon's inner cabinet approved on Tuesday a proposal for a crossing to let Palestinians come and go between Egypt and Gaza following the Israeli withdrawal from the strip. The decision, following U.S. pressure, was an important step towards freeing access to the Gaza Strip, seen internationally as vital for translating Israel's pullout from the occupied territory into a new chance for peacemaking. Opening the Rafah crossing would mark the first time since Israel captured the West Bank and Gaza Strip in 1967 that Palestinians would be allowed to enter and leave either territory without passing through Israeli controls. Four dead as Turkish forces clash with Kurd rebels DIYARBAKIR, Turkey, Nov 1 (Reuters) Two Turkish soldiers and a state-sponsored village guard were killed in a clash with Kurdish rebels in southeast Turkey overnight, the local governor's office said on Tuesday. Iraqi President says he lacks power to stop US from using bases against Syria DUBAI, Nov 1 (AFP) Iraqi President Jalal Talabani said he opposed military action against neighbouring Syria but lacked the power to prevent US troops from using his country as a launchpad if it chose to do so. "I categorically refuse the use of Iraqi soil to launch a military strike against Syria or any other Arab country," Talabani told the London-based Arabic daily Asharq Al-Awsat in an interview published Tuesday. Bangladesh cracks down on illegal foreigners DHAKA, Nov 1 (Reuters) Bangladesh has launched a drive to deport foreigners who were staying in the country illegally, as part of an increase in security ahead of next month's South Asian summit in Dhaka, police said on Tuesday. "We have already told 24 suspicious foreigners to leave the country while checking out the legality of scores of others," said a senior police officer. Twenty killed in Iraq bomb blast BAGHDAD, Nov 1 (AFP) - At least 20 people were killed when a car bomb tore through a crowded market in the southern port city of Basra as Iraqis shopped for the Muslim festival of Eid al-Fitr, security sources said.
