Nine killed, 120 homes torched in Indian tribal violence GUWAHATI, India, Oct 21 (AFP) At least nine rebels were killed and 120 homes torched in tribal clashes Friday in India's north-eastern state of Assam, taking the toll in three weeks of violence to 89, police said. India, US committed to implementing landmark nuclear deal NEW DELHI, Oct 21 (AFP) India and United States said Friday they were determined to implement a bilateral nuclear deal that breaks precedent on decades of non-proliferation policy. Describing his talks with Indian Foreign Secretary Shyam Saran as "good," US Undersecretary of State Nicholas Burns said Washington would "stick" with the agreement signed on July 18 during a visit to Washington by Prime Ministe Manmohan Singh. Saran said the two sides should have an understanding on the agreement in place by the time President George W. Bush arrives on a visit to India expected early next year. Under the terms of the civilian nuclear cooperation agreement, New Delhi has to separate civilian and military nuclear programs in exchange for advanced civilian nuclear technology.(First Posted @ 15:00 PST Updated @ 19:45 PST) US, South Korea to examine military command shift SEOUL, Oct 21 (AFP) The United States and South Korea agreed on Friday to accelerate talks on switching the command structure of Korean forces in wartime in what would be a major shift in the half-century-old alliance. US Defence Secretary Donald Rumsfeld reaffirmed the US commitment to South Korea's defense but at the close of annual security talks with his South Korean counterpart Yoon Kwang-Ung, said "and as the capability of the ROK (Republic of Korea forces) grow, they will assume more and more responsibility as they have been doing in previous years." Under the existing mutual defence pact, South Korean forces come under the command of a US general in times of war. (Posted @ 17:30 PST) Afghan leader condemns 'Taliban burning', demands quick US inquiry KABUL, Oct 21 (AFP) President Hamid Karzai condemned on Friday the burning of the bodies of two suspected Taliban militants by US soldiers in Afghanistan, and demanded a quick US investigation into the case. "Regardless of what terrorism does in Afghanistan, of the killing of our clergy, of the killing of our teachers, of the killing of our government people, of the destruction of our mosques, of all the terrible things they do, we shall have a much higher, much better standard and that standard should be kept by all of us," Karzai said. Afghanistan has launched its own inquiry into the allegations. The 5.9 magnitude quake struck the city around 12:40 am (2140 GMT Thursday), with about 30 people suffering broken bones or concussion from jumping off balconies or out of windows, Anatolia news agency reported. Turkey's top seismologist warned residents to be vigilant and asked them to stay away from damaged or derelict buildings as the region, which is crossed by several fault lines, was likely to be shaken by more earthquakes. The police director of south-western Nimroz province, Haji Nafas Khan, and a guard were killed late Thursday when a remotely detonated car bomb tore through their vehicle as they were going to evening prayers, an interior ministry spokesman said. Another policeman and four civilians were wounded in the blast in the provincial capital Zaranj, the ministry spokesman added. In another incident blamed on the Taliban Thursday, an employee of the Afghan Coordination of Humanitarian Assistance (CHA) organisation was killed and another was wounded after they were attacked in the north-western Faryab province.(Posted @ 17:04 PST) Iraq vote result may take days - IECI official BAGHDAD, Oct 21 (Reuters) The result of Iraq's constitutional referendum will not be announced for at least another day or two, a senior official of the Independent Electoral Commission of Iraq (IECI) said on Friday. He said initial figures on turnout showed that across the country 64 percent of voters had cast their ballot. However, turnout had been much lower in the province of Anbar with only 32 percent turning up on polling day. The train would connect the Indian village of Munabao in the western desert state of Rajasthan and the small town of Khokrapar in southern Pakistan, Indian Railways Chairman J.P. Batra said in a statement. The minister said his country was being punished for its anti-U.S. and anti-Israeli policies in the Palestinian and Iraqi conflicts. Lebanon's President Emile Lahoud had no contact with a suspect named by a U.N. inquiry into the killing former Prime Minister Rafik al-Hariri, the presidential office said on Friday. U.N. investigators reported on Thursday that a suspect had called Lahoud minutes before a truck bomb killed Hariri. A Palestinian leader Ahmed Jibril, head of the Damascus-based Popular Front for the Liberation of Palestine-General Command(PFLP-GC), rejected on Friday accusations in a U.N. report that his militant group played a role in the killing of Hariri. U.N. report had said people from Jibril's group in Lebanon coordinated with Lebanese and Syrian security officials in their preparations for the truck bombing. Saadoun Janabi, an attorney for Awad Hamad al-Bandar al-Sadun, one of Saddam's seven co-defendants facing charges of crimes against humanity, was seized from his office by two carloads of gunmen. His body was found late Thursday near a mosque in northern Baghdad with a bullet to the head, the source said. "There is converging evidence pointing at both Lebanese and Syrian involvement in this terrorist act," said the report released on Thursday, referring to the Feb. 14 deadly bomb attack in the Lebanese capital of Beirut, which killed Hariri and 20 others.The report was presented to UN Secretary-General Kofi Annan earlier in the day by Detleve Mehlis, a German prosecutor who headed the inquiry commission . The aid worker was killed in the province of Faryab in an ambush in which his three colleagues were wounded. In another attack, also on Thursday, Taliban guerrillas blew up a car, killing Nafas Khan, police chief for Zaranj, the provincial capital of Nimroz in the south. A colleague of Khan was also killed in the blast triggered by a remote device. An intelligence official was killed in a roadside bomb in the province of Kunar, officials said. A Taliban spokesman confirmed that militants were behind the blast in Zaranj, but had no information about the attack on aid worker.
