KARACHI: DSP, others booked for kidnapping and torture

KARACHI, Sept 22: A case was registered on Thursday against a deputy superintendent of police and three other officials of the Anti-Dacoity and Robbery Cell (ADRC) for kidnapping for ransom, committing a robbery, keeping a man in solitary confinement and subjecting him to torture.

The City Courts police station registered an FIR (72/2005) under sections 365-A/395/342/504/337(1)/34 of the PPC against DSP Rao Aslam, Sub-Inspector Sohail Khan and Assistant Sub-Inspectors Naeem and Ashique.

The SHO of the City Courts police station said that three other persons who were not in the police department and identified as Fayyaz, Imtiaz and Iqbal, also played a role in the incident.

According to the FIR, the officials of the ADRC allegedly kidnapped complainant Naeemur Rehman from the premises of the City Courts on Wednesday and took him to the office of the ADRC in the old CIA Centre, police sources said.

The complainant had come to the City Courts to attend a case filed against him. The police had allegedly put pressure on Naeem to pay back Rs1 million to Imtiaz who had filed a case of fraud against Naeem. On his refusal, the police demanded that he pay a certain amount of money for his own release. As he agreed to pay the amount, he was taken to his home by ASI Ashique. In the meantime, Naeem’s wife told the story to a senior officer over the telephone, who sent SHO Aziz Bhatti to Naeem’s home, who took Ashique away with him. On Thursday, Naeem went to the City Courts police station and got the case registered.

However, ADRC SP Altaf Qadri denied the claim of Naemur Rehman and said: “We have never picked him up or confined anywhere. All this is rubbish.”

He claimed that Naeem was wanted in an FIR (240/2005) in Ferozabad for a dacoity. ADRC personnel went to his home on Thursday night but he was not there. Naeem’s son told the police that his father had got bail from a court. As his son was not wanted and the suspect was not at home, the ADRC personnel returned to their office. He claimed that Naeem was involved in more than 40 cases, registered in different police station for forgery, fraud, and robberies.

Saddar Town Police Officer Sanaullah Abbasi said that injustice was done to Naeem and the police had registered a case against officials.

He said Naeem should also be arrested in other cases of fraud registered against him in various police stations. Mr Abbasi said that Naeem had defrauded many people of millions of rupees. “Anyone who has done crime, should be tried,” he said.
