KARACHI, Oct 12: The Nazim Karachi, Naimatullah Khan, has said the National Reconstruction Bureau will have to reconsider the Sindh Local Government Ordinance for real and complete devolution of powers to the grassroots level , and remove deficiencies therein so that benefits of the same can reach the common man.
Addressing officers at the National Institute of Public Administration, held at the NIPA auditorium on Tuesday, he called for the SLGO to be implemented in letter and spirit.
He pointed out that under the SLGO, once an officer was transferred anywhere, he could not be re-transferred for three years, however, deploring that a large number of officials were transferred against the SLGO provisions.
The city nazim while citing examples of transfer notifications and other matters, called for a clear demarcation between the powers of provincial and city governments so as to maintain a conducive and congenial relationship between the two.
Under the SLGO, he said, the labour and some other departments had not yet been devolved to the city government. He said that under the prevailing circumstances, the NRB would have to play an important role so as to strengthen the local government system.
He gave a review of development works during the last three years and said the city government had carried out exemplary works during this period, which had brought significant improvement in the city's infrastructure.
Naimat informed that about 4,500 schools and 42 colleges were functioning under the city government in Karachi. He pointed out that development works to be executed in the current year would be more than the overall projects carried out in the last three years. - APP
