KARACHI: Rules for teachers’ institutes to be changed

KARACHI, Dec 8: Sindh Education department has decided to bring changes in the rules governing the business of private teachers’ training institutions in the province.
A source in the department said that the Sindh Private Teachers Training Institutions (Regulation and Control) Act 1994 had partially become ineffective, and Sindh government’s Bureau of Curriculum and Extension Wing, which, under the Act, was registering authority for these institutes, had ceased to function, and as such there was need to redefine the registering authority, among other requirements.
Under the act, the registering authority, besides other activities, was also supposed to make enquiries pertaining to the registration criteria or appoint a committee for the purpose, after receiving applications from the management of a private institution.
Under the act in question, the registering authority was supposed to ensure that an applicant fulfilled the conditions regarding the premises of the institute, hygiene, fee structure, staff qualification and salaries, prior to its registration.
The registering authority was also spposed to ensure that requirements and conditions of the admissions and training programme, including courses of study and practice training as laid down by it from time to time, were being observed.
Accusing private institutions of violating rules, an official of the Education department said that there was a need to make fresh inspection of these institutions and renewing their registration in the light of it. However, he added that any reform in the institutions was difficult without changing the related rules.
Meanwhile, Sindh Education secretary has convened a meeting of the principals of the private institutions on Dec 12 at his office to discuss the matters relating to the teaching capacity and other issues. The institutions, which have been registered by the bureau till its abolition, included seven institutes located in Karachi, two at Hyderabad and one each at Jamshoro, Larkana and Jacobabad, a source said.
