ISLAMABAD, Feb 26: The tax authorities have detected 17 types of flaws in the income tax assessment resulting in revenue loss to the national kitty.

Official report compiled by Central Board of Revenue (CBR) and made available to Dawn proposed recommendations for removing these flaws from the system aiming at enhancing the income tax collection.

To improve quality of assessments and to improve revenue collection, taxation officer would be ever vigilant to invoke provisions of tax law effectively.

It was noticed with grave concern that assessing officers were indifferent and ignorant to the application of different provisions of law.

The report says that the professional know-how of the officers needs improvement, which is possible only by conducting seminars, workshops and on the job training programme.

It was also observed that the inspecting additional income tax commissioners have ignored their professional work and they did not conduct inspections of the taxation offices.

The report proposed that proper maintenance of record was required; use of information technology might be accelerated; specific knowledge of particular trade was necessary for framing proper assessments; tax officer to be made accountable for framing poor assessments; motivation, morale boosting, rewards and conducive office environment; availability of logistics and resources for betterment of performance of work.

It was recommended that the departmental representatives (DR) might be asked to give their views regarding the areas causing rejection of departmental version, and assessing officers should take care to avoid such defects after getting feedback from the DR.

The officer incharge of circles should personally check and verify accuracy of brought forward arrears, accuracy of daily collection register and demand and collection register, along with monthly performance report.

It was proposed that training of record keepers in office procedure would be ensured, so as to maintain assessment record properly — covers of assessment record, number of pages, weeding out of infructuous record, maintenance of register.
