ISLAMABAD, Oct 8: The Central Board of Revenue (CBR) has finalized the new recruitment policy to be effective from the current financial year.

The new policy would be applicable for the officers, who have been selected through the Federal Public Service Commission (FPSC) 2001 batch for induction in CBR, said member Human Resource Management (HRM), Zafar Aziz Osmani.

Talking to Dawn, member HRM said that 40 to 50 officers who were annually selected through FPSC for both income tax and customs groups would now a pre-induction training programme aimed at building consistency in the level of their professionalism and specific technical skills for various assignments.

This programme would be conducted in association with Institute of Business Administration (IBA) leading to a degree of masters in tax administration.

Mr Osmani said that the degree programme would run between 18 to 24 months, which would cover subjects on business, commerce, economics, accounting, mathematics, computer science and specialised training on tax and customs laws/regulations.

Officers successfully passing and attaining the master’s degree would qualify for final induction into services, he said.

Elaborating further, the member HRM said that FPSC would in future advertise, short list, test and select people against the posts for BPS 15 and 16 in line with the rules already in place.

Following recruitment, they would be given special training on subjects like accountancy, legal orientation, book keeping, IT/customs laws and procedures, industrial notes, information technology, and other modules specific to the position.

The successful candidates would also undergo one month job training with the field officer. Based on the final evaluation of the performance of the incumbents in written examination as well as field assignments, successful candidates would be inducted in the CBR, he said.

Mr Osmani said that recruitment for all positions in grade 11 to 14 would be done strictly through FPSC as per rules. Professional training for up to six months would follow depending upon the nature of the job after which the employees would be tested in core competencies specific to the position and successful candidates would be inducted, he added. Within the reorganised CBR, he said the lower level non- technical positions of grade 1 to 10 was likely to be reduced and gradually replaced by technical positions. For non-technical junior level positions in these grades recruitment, however, the present system of recruitment would continue.
