KARACHI, Sept 27: The services wing of the Sindh government has promoted and posted over two dozens officers of the provincial secretariat services (PSS) on field posts in BPS-18, which are reserved only for the district management group (DMG) and the ex-PCS officers.

Besides, their posting is said to be in violation of the instructions of the federal government which call for appearance before the Public Service Commission for promotion from grade 16 and above.

The violation of rules has resulted an unrest among the ex- PCS officers who had been awaiting promotion but were blocked due to the postings of the section officers.

The affected officials have also made a representation to the chief secretary to review the cases and restore their right shares as per rules adopted by the selection board-II in 2001 as the recent selection board, which met on Sept 12, has unlawfully favoured the PSS officers, the officials maintained.

They said the sharing formula for the vacant seats as adopted by the board in its last meeting was violative of the promotion rules and was contrary to the spirit of the earlier sharing formula on which the last selection board-II was held in April 2001.

The formula entails that 40 per cent sectarial posts would go to the DMG, 45 per cent to the ex-PCS officers and the section officers would share 55 per cent.

For the field posts, 40 per cent share would be for the DMG and 60 per cent for the ex-PCS officers, while there is no share for the PSS officers.

But by undue favour, the last selection board reducing the share of the ex-PCS officers had fixed 50 per cent share in the field posts for the PSS officers as section officers could not be promoted against these posts under any rule for want of experience and training required for the job.

The field posts include additional secretary, Board of Revenue, additional relief commissioner, director excise and taxation, secretary SPSC, secretary of the local government board, director protocol, secretary land utilization, secretary RS&EP, deputy director rural development department, vigilance officer food department, secretary Sindh land commission, deputy director culture and tourism, secretary Karachi Fish Harbour Authority, secretary Site, deputy director (admin) SPPO, director (admin) Sindh Small Industries, director technical (R&D) and TMOs.
