LAHORE, Sept 18: A report on irregularities committed allegedly by former principal executive officer/dean of the Services Hospital and Postgraduate Medical Institute Prof Dr Shamim Ahmad Khan has been submitted to the Punjab governor.

The report says that the Services Hospital had fixed the income share distribution ratio in complete disregard to the practice in vogue in the other autonomous health institutions and the government rules.

It says that the consultants/physicians got the maximum income (between 70 per cent to 90 per cent) of the share, while Prof Shamim’s share was far more than the other consultants of the same hospital because of his personal clout and hold on private rooms being the chief of the hospital.

The report said that the hospital record shows that Prof Shamim had recruited some close associates in violation of the rules and procedures. One Qaiser Sanaullah is a case in point who served as assistant director works without holding any technical qualification for the job.

It may be mentioned that the new management of the Services Hospital had terminated Sanaullah from service on the charges of holding a fake diploma of engineering on Sept 13.

The report also says that a number of dubious award of contracts or favours are associated with him. He has also been instrumental in providing hospital manpower to a factory of disposable items at Township, Lahore, which is associated with Prof Shamim.

The report also said that Prof Shamim had also approached a number of philanthropists for getting donations for the welfare of the hospital. The Trauma Centre and Diabetic Centre in the hospital were also established out of such donations.

Apprehension prevails regarding the transparency in the use of money as Abdul Samad Qureshi, a close associate of Prof Shamim, is deputy director (finance). Earlier, former director finance Idrees Tarar had refused to obey his illegal demands and preferred to go back to his parent department.
