ISLAMABAD, Sept 18: The Central Board of Revenue (CBR) is set to finalize a detailed strategy for implementation of tax administration reforms by the end of November this year.

The proposed strategy would be placed before the new cabinet after the elections for its final approval and implementation, a senior official in the CBR told Dawn on Wednesday.

The consultant Maxwell Stamp, hired by the CBR, would finalize the strategy, said the official.

Elaborating further, the official said that the strategy would set time limit and cover all areas concerning reforms, which includes human resources, compensation, right-sizing, performance evaluation, information technology, architecture, re- engineering process of all taxes, taxpayers education, audit, and impact evaluation.

According to the official, CBR has already prepared a framework for the reform of the tax administration. The process of re-engineering work has also been initiated and the documents were ready for the examination of consultants and their inputs, the official added.

The final strategy would be wrapped up in consultation with CBR officials as well as on the basis of a report prepared by Syed Shahid Hussain on restructuring of tax administration and the one prepared by the IMF.

The officials said that the consultants have arrived here last week with their team and started work on the preparation of the final strategy for its implementation.

The Maxwell Stamp will provide services of renowned international experts in the field of information technology, audit, business process re-engineering, human resource management, impact evaluation, taxpayers facilitation services, he said.

According to the official, the government would have to implement the remaining three major milestones under the tax reforms programmes agreed with the IMF latest by October 31 to qualify for the last tranche of PRGF.
